Water Sector Expert (Consultant), MCC Evaluation of Sierra Leone Threshold Program, Sierra Leone

Proposal Objective:
SI is planning to bid on an independent evaluation of the Millennium Challenge Corporation (MCC) Sierra Leone Threshold Program, including the Regulatory Strengthening Project, Electricity Sector Reform Project, and the Water Sector Reform Project. A performance evaluation will cover all three projects, and an impact evaluation will additionally cover the District Metering Area (DMA) and Standpipe Demonstration Activity under the Water Sector Reform project. Following each of these projects, the evaluation will be focused on greater Freetown. The evaluation is expected to be conducted over a period of five years (base year and four options years), with an anticipated start date in mid-2018.
Position Description:
SI seeks a Water Sector Expert to provide technical expertise in the water sector and contribute to the design and implementation of the water and sanitation-based components of the evaluation. Working under the guidance of the Team Leader, the Water Sector Expert will be responsible for technical and methodological leadership of the Water Sector Reform evaluation activities and the DMA and Standpipe Demonstration Activity. This will be a part-time consulting opportunity over the entire period of performance, with periodic travel to Sierra Leone (with expected full-time effort during travel).

Responsibilities:
- Provide technical and methodological leadership related to water sector components.
- Participate in and play a central role in the evaluation design, the development of quantitative and qualitative data collection tools and protocols, data collection, and data analysis.
- Conduct qualitative data collection, such as interviews with major stakeholders.
- As directed by Team Leader, assist in overseeing and quality-assuring primary data collection.
- Contribute to developing and drafting documents and reports.
- Contribute to developing dissemination materials and participate in presentations.
Required Qualifications:
- Demonstrated experience with governance, institutional and regulatory reform in the water sector, preferably in sub-Saharan Africa (Sierra Leone experience strongly preferred).
- Understanding of utility operations and the collection and analysis of utility performance data; in-depth understanding of water networks and measurement of non-revenue water.
- Familiarity with performance and impact evaluation methodologies.
- Experience with primary data collection in Sierra Leone strongly preferred.
- Graduate degree or higher in a related field.
- Five-10 years of experience evaluating water sector reform projects.
Desired Qualifications
- Background and experience in water engineering/infrastructure.
- Experience coordinating with developing country governments, ministries and/or local non-governmental organizations or community-based organizations for the design and implementation of performance and/or impact evaluations, including addressing weaknesses as needed.
- Experience with social and gender components of research, particularly in sub-Saharan Africa including designing data collection instruments, collecting, and analyzing data disaggregated by sex and socioeconomic status.
- Experience conducting evaluability assessments.
