Senior Monitoring, Evaluation and Learning (MEL) Specialist, USAID Bangladesh Democracy and Governance Programs’ Monitoring and Evaluation Support Activity (DG MESA), Bangladesh
Proposal Objective:
SI is preparing to implement a one-year extension of the DG MESA to provide the USAID DG office with flexible, demand-driven, technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, planning, monitoring, evaluation, reporting, activity mapping, and performance information management and dissemination activities. This includes monitoring and evaluation technical support to the DG office for performance management at three levels: the DG Results Framework, which includes all IRs; individual project level Results Frameworks; and sectoral requirements – including sectors in which the DG office is engaged. There will be a field office based in Dhaka.
Position Description:
SI is seeking a Senior Monitoring, Evaluation and Learning (MEL) Specialist to contribute to the implementation of MEL activities for the project. The Specialist will also mentor a Mid-Level Specialist on the team. This is a full-time, one-year position based in Dhaka, Bangladesh.
**Please Note: this is a local position. Only candidates with Bangladeshi citizenship will be considered.**
Responsibilities:
- Collaborate with the Chief of Party and Mid-level MEL Specialist to contribute to implementation of MEL activities.
- Participate in DG activity case studies, site visits to monitor DG activities, conduct DQAs, and provide other technical assistance for the DG Office and implementing partners.
- Provide timely inputs and quality deliverables.
- Mentor Mid-MEL Specialist.
- Design MEL processes, using a variety of qualitative and quantitative methods, increasingly focused on results of DG MESP activities.
- Conduct review of existing project- and activity-level MEL plans and recommend refinements to the mission’s DG MEL plan.
- Design activity-level MEL plans.
- Lead data collection and analysis efforts.
- Develop program recommendations based on qualitative and quantitative data.
- Develop dissemination plans for reporting and sharing findings with USAID.
- Help to support the integration of MEL into learning and continuous quality improvement efforts.
Qualifications:
- Master’s degree and 12 years of relevant experience; OR Ph.D. and eight years of relevant experience.
- Demonstrated experience in development of MEL activities including: MEL plans at the activity and project level, DG activity case studies, monitoring activities, Data Quality Assessments, as well as other MEL technical activities.
- Knowledge of and hands-on experience in USAID’s program cycle and evaluation policy.
- Excellent facilitation and presentation skills.
- Fluency and excellent written and oral communication skills in English.
- Demonstrated ability to manage high-level relationships with partner organizations and implementing partners.
- Willing and able to travel throughout Bangladesh.
