Proposal Objective:
Social Impact is preparing a proposal response for the anticipated 3.25 million-dollar, five-year USAID/Burma Analytical Activity contract. The purpose of the activity is to provide analysis and reporting on the drivers of conflicts that impact USAID/Burma’s implementation of ongoing development programs in democracy and governance, national reconciliation, economic growth and health. The activity will enable the mission to better address emerging conflicts, take advantage of opportunities and react to unexpected political and economic events and social conditions.
Position Description:
SI is seeking a short-term Senior Consultant to lead and represent the USAID/Burma Analytical Activity contract. It is strongly preferred that the Senior Consultant be based in the region to facilitate communications and required consultations. This assignment is short-term throughout the five-year period of performance of the contract.
Responsibilities:
- Serve as principal responsibility for management of all aspects of the contract and serve as the primary point of contact with USAID/Burma on day-to-day implementation and management issues.
- Supervise the work of all personnel assigned to tasks under the Contract.
- Facilitate communications and consultations between Mission officials and Ambassadors, private sector executives and flag officers.
Qualifications:
- Master’s or Ph.D. (or equivalent) is preferred in international relations, political science, economics, public health, law, public administration, data sciences or a related field; direct professional experience in excess of five years may be substituted for advanced degree requirements.
- At least 7 years of demonstrated experience assessing multi-disciplinary issues, including politics, governance, economics and delivery of social services, as they relate to development activities in conflict environments.
- Demonstrated experience briefing reports to senior level officials such as Ambassadors, flag officers, and C-level positions in the private sector (i.e. CEO, CIO, COO).
- Burmese language capabilities desired.
