ICF is currently seeking a Subcontracts Manager to work within the Procurement Department aligned with our Reston, Virginia headquarters office. The Subcontract Manager will be primarily responsible for the oversight and management of a team of multi-level Subcontracts Administrators and Associate Managers performing a variety of complex and routine subcontract administration tasks. This position will be supporting a division, which provides comprehensive social, transformational, and organizational solutions to clients within the federal, DoD, state and local sectors. Additionally, the Subcontracts Manager will conduct pre-award actions to include the review, negotiation, and approval of Non-Disclosure Agreements and Teaming Agreements, preparation and issuance of subcontractor RFPs, and analysis of subcontractor proposal and pricing submissions. Under the supervision of the Senior Subcontracts Manager and Director of Subcontracts, the Subcontracts Manager will also assist with Procurement training initiatives, mentoring and cultivation of staff, as well as provide input for the development of processes and procedures.
Key Responsibilities:

Manage a team of Associate Managers and Subcontract Administrators to ensure work is assigned based on skill level and resource availability. As a working manager, post-award subcontract administration duties will be required on an as needed basis.

Fully support ICF’s CPSR and compliance initiatives by ensuring staff comply with procurement policies and procedures in accordance with a government approved purchasing system and company requirements.

Develop and recommend procurement structures that best utilize staff to achieve long and short-range goals.

Review documentation of all team members for procurements requiring management level approval to ensure compliance with government contract requirements and internal policies and procedures.

Exercise authority to sign agreements, subcontracts, purchase orders, and agreements in accordance with the delegation of signature authority

Identify training needs for subcontracts staff and develop recommended solutions to address those needs.

Provide management and subcontracting support for large scale proposal efforts.

Select, train, develop, and mentor staff to include transparency of process to other divisions on a regular basis.
Basic Qualifications:
-
Bachelor’s degree with 8+ years of experience in subcontracts administration, or a high school diploma with at least 12+ years of subcontracts administration experience

5+ years of management/supervisory experience
-
8+ experience with cradle-to-grave federal subcontract administration of various types (cost, T&M, FFP, IDIQ).

8+ years of experience with relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including Intellectual Property and Data Protection

8+ years hands-on experience in proposal/pre-award support
Preferred Skills/Experience:
-
Proficiency in Costpoint and SharePoint systems.

Commercial and/or international experience a plus

Experience operating within e-requisitioning system(s) and ability to process Purchase Orders requests.

Experience operating within CPSR compliant environment & supporting CPSR and company Procurement compliance initiatives.

Pay Range – There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$103,672.00 – $176,242.00
