- Background
The United States Agency for International Development’s (USAID) Building Regional Economic Bridges (BREB) Activity, implemented in the West Bank and Gaza, is a five-year project and a key component of the Nita M. Lowey Middle East Partnership for Peace Act (MEPPA). Through technical assistance, grants, and facilitating access to finance, BREB: (1) facilitates cooperative exchange and knowledge sharing; (2) fosters new markets; (3) strengthens Palestinian enterprises to promote cross-border trade; and (4) promotes investment and access to finance. Across all components, transferring technology and know-how is a key program objective. BREB also facilitates a $100-million pipeline for financing by the U.S. government’s Development Finance Corporation (DFC).
Chemonics is seeking a skilled consultant will help on of BREB’s beneficiaries with the following:
- To provide Petra Co. staff with advanced technical knowledge and practical skills through hands-on learning experiences.
- To enhance problem-solving abilities and decision-making skills in relevant technical domains within their real work environment.
- To foster a culture of continuous learning and development within the organization, emphasizing learning while performing tasks on the job.
- To align the training with the specific needs and challenges faced by Petra Co. and facilitate immediate application of acquired skills.
Objectives:
The Consultant will be responsible for providing the following services:
- CNC Glass Cutting Machine: Efficiently operate the CNC glass cutting machine, focusing on precision and accuracy in cutting processes, and enhancing productivity to reduce material waste.
- Gelation Line: Understand the gelation line processes and workflow, and receive hands-on training for proper setup, calibration, and maintenance of the gelation line. Ensure consistent product standards and full adherence to Teken requirements.
- Security Glass (SGP Glass): Produce SGP glass properly and efficiently, adhering fully to quality control measures to meet safety and security standards.
- Glass Optimization: Implement optimization techniques to maximize yield, minimize waste, and reduce the number of rejected pieces during production.
- Advanced Equipment Troubleshooting: Identify and resolve complex technical issues in various machinery and equipment, diagnose problems, and perform necessary repairs.
Deliverables
Deliverable No. 1: Training Plan
A comprehensive training plan with detailed training topics and a well-structured agenda, outlining the content and timeline for the training program.
Deliverable No. 2: On-the-Job Training Sessions
Documentation of 16 on-the-job training days, including materials used and attendance sheets.
Deliverable No. 3: Training Final Report
A final report summarizing the entire training program, including the training plan’s implementation, on-the-job-training sessions, assessment results, and any additional observations or insights.
Required Skills and Qualifications
- Bachelor’s degree in industrial or mechanical engineering.
- Proven track record in operation and production management, specializing in glass manufacturing.
- Extensive experience in maintenance operations, demonstrating the ability to troubleshoot and resolve technical issues in equipment.
Level of Effort and Period of Performance
- This short-term technical assistant (STTA) is for 25 days of level of efforts (LOE) over a period of 19 weeks.
- The consultant is expected to work part-time.
- The location of this assignment will be one of BREB’s beneficiaries in Jericho, Palestine.
- Specific responsibilities and deliverables will be shared with short-listed candidates.
