Project Desciption
The project “EU-Japan Green Alliance Action” is a result of the Green Alliance (GA) agreement between the EU and Japan in 2021, emphasizing a joint commitment to a green transition towards climate-neutral, biodiversity-friendly, circular and resource-efficient economies.
The project will support the implementation of cooperation activities under the Green Alliance, contributing to the green transition in both, the EU and Japan. The activities are aimed at facilitating and strengthening the dialogue to support the implementation of the EU-Japan Green Alliance and advance the EU’s interest/objectives on the green transition. Furthermore, it aims to influence and incentivize more ambitious approaches by Japan towards the implementation of key multilateral environmental agreements and pledges.
Job description
Tasks of the Key Expert 1- Team Leader:
The Team Leader has the overall responsibility for executing the project components and achieving the expected results within the specified budget and timeline. Furthermore will supervise the Project Team, coordinating and managing the work of experts. Regular interaction and coordination with the Contracting Authority and other key stakeholders are essential for the project’s successful completion.
In addition, the Team Leader will provide advisory services in two areas:
1.Overseeing sector dialogues supported by the action, and
2.Planning, monitoring, implementing and evaluating project activities.
Additional tasks include but are not limited to:
- Liaison with all relevant levels of government, EU MS Embassies, international organisations, project partners, universities, research institutes, chambers of commerce, youth groups, CSO’s and relevant stakeholders for effective coordination of all project activities;
- Being proactive in planning and developing a pipeline of activity proposals that align with the project’s objectives and the specific work outlined;
- Having a proven track record in areas covered by the European Green Deal and the ability to propose solutions for enhanced EU cooperation with Japan to support the implementation of priorities identified in the GA;
- Will be responsible for developing 1-page concept notes detailing activity proposals. After consulting with relevant stakeholders, the FPI programme manager will request the TL to draft detailed ToRs for selected concept notes;
- Will be responsible for coordinating and managing individual NKE’s and all project activities;
- Reporting to the PSC, including activity-based and financial reporting;
- Monitoring and managing the project risks identified and submitting new risks to the Contracting Authority for consideration and decision on possible actions if required; and
- Overseeing and ensuring timely submission of all reports and deliverables during the project.
Qualifications
Education:
- Advanced university degree (Master’s degree or equivalent) in one of the following fields: climate policy, energy policy, environmental science, social sciences, economics, engineering or another directly related discipline to this assignment;
- In the absence of a Master’s degree, equivalent relevant professional experience of at least three (3) years in addition to the required minimum eight (8) years of general professional experience;
General professional experience:
- Minimum eight (8) years of post-graduate professional experience in at least one of the following relevant fields: climate policy, energy policy, energy market reform, renewable energy, low carbon industry, circular economy, smart cities and professional skills connected to the green economy;
- Minimum two (2) years of post-graduate professional experience as Team Leader or similar role in an international context;
- Having participated in at least one (1) project/assignment in areas related to the European Green Deal in the past 4 years;
- Experience in managing and facilitating networks.
Skills:
- Excellent communication skills in English (speaking, drafting and editing);
- Strong networking and diplomatic skills;
- Proven analytical, reporting and drafting skills;
- People management skills to lead, motivate, and manage experts towards delivering high-quality results; and
- Proficient computer literacy skills.
The following competencies are considered strong assets:
- Previous work experience and a good network of relevant stakeholders in Japan (public sector authorities, universities, research institutes, think tanks, etc.);
- Proficiency in Japanese language.
