This project in Bangladesh is intended to incentivize financial institutions and non-traditional lenders to provide financing to micro, small, and medium enterprises (MSMEs), particularly in the agricultural sector, using blended finance. The project will target various priority populations and sectors, including women-owned agribusinesses, first-time borrowers, borrowers who lack immovable property as collateral, youth, minority and indigenous populations, and climate-smart agriculture. The procuring agency is also interested in piloting rural finance initiatives to strengthen farmer resilience. ·Provide overall financial, administrative, and operational oversight on the project; ·Ensure compliance with Nathan/Cadmus and U.S. Government regulatory policies; ·Manage project staff, including the Access to Finance and Agriculture Expert, to ensure activities are aligned with the budget and workplan; ·Adapt and oversee implementation of operational, administrative and financial management systems and tools; ·Liaise with Home Office on monthly financial reporting; ·Work with Chief of Party and other technical staff on quarterly and annual reports; and ·Collaborate effectively with Chief of Party, Access to Finance Expert, Agriculture Expert, and all other project staff. |
Requirement Note: |
·10 years of relevant experience, of which 5 years are USAID project management/leadership experience required; ·Master’s degree or higher in agriculture, business administration, economics, public policy, or a related field; ·An in depth understanding of the public sector organizational and functional structure in Bangladesh; ·Ability to ensure efficiency across a variety of project activities, including promoting access to finance for agricultural MSMEs, engagement with local organizations and public sector officials, and engagement with financial institutions; ·Ability to manage field office, long- and short-term consultants, and subcontractors; ·Ability to maintain robust project indicators, financial accounting practices, and compliance procedures; ·Excellent oral and written communication skills; and ·Fluency in English.
