Project Desciption
Rwanda Environment Management Authority (REMA) intends to enhance the climate resilience of two coastal cities at Lake Kivu in eastern Rwanda with the support of a consulting company, whose procurement will be funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) through KfW. The work includes the preparation of an urban climate risk assessment, urban climate action plans as well as Feasibility Studies, Environmental and Social Risks and Impacts Screening and Scoping Report and Environmental and Social Management Framework for Urban Climate Resilience Projects of Coastal Towns of Lake Kivu.
While being a biodiversity hotspot and equally important for humans as provider of ecosystem services, the Lake Kivu Basin is equally exposed to a multitude of threats, arising from unsustainable practices and poor land and catchment management. Many of these threats, such as erosion, landslides and sedimentation are expected to worsen under climate change. Others, such as ground and surface water contamination from households and industries, encroachment on protected direct response to human activity, rendering certain challenges particularly acute in urban areas where population growth rates are expected to highly increase in the next 30 years. The planned Project will cover the two urban settlements of Rubavu and Karongi on the shores of Lake Kivu.
The support provided by a consulting company is structured into 3 work packages (WPs):
Work Package 0
- Project Management, engagement and outreach.
Work Package 1
- Climate risk analysis and identification of suitable adaptation measures
- Proposed adaptation measures feed into Climate Action Plans
- For proposed measures, development of an Environmental and Social Management Framework (ESMF), Stakeholder Engagement Framework (SEF) and Land Acquisition Compensation and Resettlement Framework (LACRF) in line with Rwandan national legislation and with the World Bank’s Environmental and Social Standards (ESSs)
Work Package 2 (optional)
- Feasibility Study for proposed climate adaptation infrastructure measures
- Development of Environmental and Social Safeguard Instruments
Job description
The tasks of the Chief Technical Advisor (CTA) are comprehensive and include (but are not necessarily restricted to) the following:
- Overall advice to the REMA and coordination with other stakeholders;
- General management and oversight of the implementation of Project measures in accordance with the approved results matrix / logframe, time schedule, operational and work plans;
- Overall coordination of the project implementation and the supervision and guidance of the Consultant’s team;
- Advise and assist the responsible beneficiary (REMA and potentially others) on key issues related to Project planning and budgeting;
- Supervise the elaboration of the ESS framework and management plan documents (ESMF, SEF, LACRF, etc.), including ESS into the technical guidelines and supervise adherence, recording and reporting;
- Supervise and coordinate the procurement of works, goods and consulting services according to agreed procedures;
- Supervise and coordinate the financial management of the Project, in particular with regard to the management of the disposition fund, including (cross-checking) assessment of disbursement claims;
- Monitoring of project implementation, including the financial monitoring of approved budgets, the progress monitoring of the implementation of the Project activities as well as the monitoring of the performance and impact of the project, based on the agreed indicators;
- Elaboration of regular reports on the implementation of the Project according to the agreed reporting structure and schedule; and coordinate and supervise the elaboration and submission of inputs for the reports from the different team members.
Qualifications
The CTA should have the following qualifications:
- Postgraduate university degree in civil engineering, disaster risk management, climate change adaptation, environmental engineering environmental management or another field of relevance to this project with proven practical work experience in this field;
- At least 5 years of work experience as team leader in long-term assignments;
- Strong background in management and financial administration of development projects, including M&E of project implementation;
- Professional experience with donor-funded projects; and specific knowledge of the German Financial Cooperation (management procedures, reporting, etc.);
- Good understanding and proven track record of work experience in areas such as climate change/climate resilience and at least one of the following areas: participatory planning in urban areas, infrastructure development, community development, participation, planning and supervision of construction work or policy advise;
- At least 10 years of practical professional experience in the sector;
- Experience with the elaboration of feasibility studies is considered an asset;
- Work experience preferably in Rwanda or other East African countries;
- Excellent oral and written communication skills and proficiency in the English language; working level in Kinyarwanda, French or Kiswahili is considered an asset;
- Being a team player, who is capable of working under different and sometimes difficult conditions.
