Chemonics seeks a Chief of Party (COP) for the USAID Early Grade Learning (EGL) Activity. The COP will provide overall leadership, management, and technical direction to the activity. EGL aims to strengthen the capacity of federal, provincial, and municipal governments in Nepal to improve learning outcomes in Grades 1-3 by 1) building federal, provincial, and local levels capacity for delivering EGL services; 2) improving local governments’ ability to provide teacher professional support, coaching, mentorship, and supervision; 3) supporting local level governments in improving access to and quality of education services in early grades.
The location of this long-term assignment is Kathmandu, Nepal. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities:
- Provide overall technical, strategic, and administrative leadership and expertise for the EGL activity as well as serve as the primary liaison with USAID/Nepal on management and technical matters.
- Oversee the overall EGL activity management and program implementation as well as maintain contact and liaise directly with the designated USAID Contracting Officer’s Representative.
- Oversee project development from inception to deployment. The COP plans, organizes, and supervises the overall EGL activities.
- Lead contract management, configuration management, technical work, scheduling, and managing costs associated under the contract. The COP ensures that all activities conform to the EGL objectives, including cost, schedule, and quality parameters.
- Interface with clients, confer with USAID management on strategic issues to maximize the project’s impact and scale, minimize costs, and maximize efficiency and sustainability towards achieving the EGL objectives.
- Manage and control funds and other project resources for associated subawards or subcontracts.
- Prepare status reports, budget information, and other documentation as needed.
- Lead coordination between USAID and key stakeholders, and other implementing partners.
- Interact with GON institutions and senior level national or federal level government officials.
- Establish strong rapport with key government counterparts to advance partnership on key early grade learning reforms.
- Maintain collaboration and partnership with bilateral donors and other stakeholders working on early grade learning reforms.
Qualifications:
- Must have a university degree in a relevant field; a Master’s degree or PhD is preferred.
- The candidate must have at least 10 years of management and supervisory experience,
- working with development programs that are of similar scale and approach to this program; at least 6 of these years must be in a management or leadership position in the education sector, preferably in similar development contexts as Nepal.
- Must exhibit experience in policy dialogue, strategic planning and implementation, program and policy reform, and national level quality services improvement.
- Demonstrated experience in relevant technical fields such as educational policy, planning, capacity development, system strengthening and teacher professional development.
