Chemonics International Inc. is an international development consulting firm headquartered in Washington, D.C. with more than 28 years of experience partnering with USAID in Ukraine. We are seeking a Chief of Party (COP) for USAID’s anticipated “Ukraine Procurement & Supply Chain Reform (PSCR)” Project. The objectives of this activity are strengthening pharmaceutical sector resilience, increasing pharmaceutical sector governance transparency and ensuring that the essential medicines system is increasingly patient centered. The estimated value of this five-year project is $25-30 million. We are seeking individuals who have a passion for making a difference in the lives of people around the world.
The COP will be responsible for overall technical and administrative management of PSCR activities, including:
- Exemplary leadership, vision, and direction for the activity;
- Ongoing analysis of pharmaceutical management reform efforts;
- Strategic planning, including timely preparation of the annual implementation plan;
- Effective coordination and engagement with all activity stakeholders;
- Maintaining a productive partnership relationship with USAID;
- Managing and developing staff, and consultants to achieve expected results;
- Ensuring high quality standards of technical assistance and support to activity stakeholders;
- Managing activity communications with USAID, key stakeholders, civil society, private sector, the general public, and other donors;
- Ensuring compliance with USAID, USG and GOU laws, regulations, policies and procedures;
- Other tasks as required to achieve the activity Objectives and Expected Results.
The COP must have the following minimum qualifications:
- Advanced degree in public health, public administration, international development, or related discipline preferred;
- Minimum 10 years of demonstrated experience in the successful implementation of international development activities, with preference given to pharmaceutical management systems strengthening issues under a USG contract instrument – four years of which shall have been in senior program management;
- Previous experience as a chief of party preferred;
- Prior experience in working with international donors in Ukraine, Central and Eastern Europe, or the former Soviet Union;
- Expertise in health sector governance and pharmaceutical systems strengthening;
- A demonstrated track record of progressively responsible managerial experience managing a complex portfolio that includes activities related to pharmaceutical management systems strengthening;
- A demonstrated track record of building and effectively managing a strong team;
- Demonstrated ability to establish strong working relationships with officials at all relevant levels of host country governments as well as other donors;
- Excellent knowledge of written and spoken English including oral presentation skills;
- Fluency in English required, Ukrainian preferred.
