RTI International is accepting applications
for the anticipated 5-year USAID-funded Integrated Early Childhood Development
(IECD) program. The opportunity will focus on promoting nurturing care for
the most-vulnerable newborns and young children, starting before birth, using
evidence-based integrated programming in early-childhood development to provide
for children’s health, nutrition, safety and security, responsive caregiving
for social and emotional well-being, and opportunities for early learning.
The Chief of
Party (COP) will be responsible for overall management of the Activity, overseeing technical
design and implementation to achieve results and impact. The COP will serve as the primary liaison with USAID/Cambodia
on management and technical matters and will ensure exceptional quality and
timeliness of project deliverables within budget and compliance parameters.
This position will be based in Phnom Penh.

- Serve as the primary project
representative with key stakeholders, including USAID, local government,
community-based organizations, and local NGOs.

planning, monitoring, management, and control systems to inform decision-making
and improve project implementation.

- A Master’s degree or higher in a relevant
discipline (i.e. education, early childhood development, nutrition, etc.).
- At least 8 years of senior-level
experience managing USAID programs required; experience in Cambodia or SE Asia
- 12 years of progressively increasing
responsibility working in early childhood development, nutrition, or related
- Demonstrated ability to establish
professional relationships and to work collaboratively with host government
agencies, donors, civil society, and CBOs.
- Strong leadership, communication, and
interpersonal skills, including ability to develop and communicate a common
vision to diverse partners and foster collaboration across a multi-disciplinary
- Must possess excellent oral and written communication
skills in English.
