Chemonics seeks a Chief of Party for the anticipated USAID-funded Energy Security Project II in Ukraine. This new activity will serve as USAID/Ukraine’s energy resilience project from 2024 to 2029. The new award will work to support Ukraine’s electricity, natural gas and district heating sectors to provide affordable, reliable, resilient and secure energy services to all Ukrainians. A large component of this new award is anticipated to include the procurement, delivery, and potentially installation of energy sector goods and equipment.
Responsibilities:
- Provide overall direction, leadership, and management of the project to ensure seamless program implementation
- Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to match USAID requirements
- Oversee strategic work planning, performance management, strategic communications, contractual and budgetary aspects of program management, and timely preparation of the annual implementation plan
- Ensure all project technical assistance is high quality, technically sound and appropriate
- Manage productive working relations with relevant government counterparts and entities, and maintain effective coordination with other donor and international organizations’ activities and programs in the energy sector
- Establish an inclusive office environment that encourages integrity, honesty, open communications, and commitment to compliance with local laws, USAID rules and regulations, and Chemonics’ policies and procedures
- Supervise technical and administrative project staff, consultants, and partner organizations to achieve expected results
- Ensure compliance with USAID, U.S. government, and local laws, regulations, policies, and procedures
- Serve as the primary point of contact for the client and ensure compliance with all applicable USAID and host-country regulations
Qualifications:
- Advanced degree in Energy/Environmental Policy, Economics/Finance, Engineering, or a related field
- Minimum 10 years of progressively responsible work experience in leading and managing energy sector reform and/or leveraging public and private sector investment in infrastructure development
- Demonstrated experience and comprehensive understanding of the energy sector in the Europe and Eurasia region, preferred
- Demonstrated supervisory work experience including supervision of technical teams and energy professionals as well as subcontractor partners to effectively respond to complex assignments
- Practical experience working with a range of program partners, including government agencies (USG and host), regulatory bodies, utilities, the private sector, NGOs, civil society and consumers
- Strong interpersonal, analytical, and problem-solving skills, and exceptional oral and written communication skills
- English fluency required
