The Technical Manager (TM) will work in MSI’s SEA practice area and report to one or more Technical Directors (TDs) on specific work assignments. The TM will work collaboratively with the team’s Technical Directors, Managers, and Associates. The TM will also liaise with MSI’s Operations Division, Business Development Unit (BDU), and other practice areas. The TM will play a key role in technical assignments, business development, and thought leadership. This role will be expected to travel to international locations from two to four trips per year, where most trips average between two and three weeks). This role could possibly have longer term assignments, including travel to security-challenged countries.
Responsibilities:
Technical
- Provide MSI Headquarters technical advice and guidance to monitoring, evaluation and learning (MEL) activities conducted worldwide. This support could include:
- Design scopes of work, prepare evaluation/research designs and work plans, and develop data collection and analysis plans.
- Design instruments for qualitative, quantitative, and/or mixed-method evaluation/research.
- Collect data at U.S. and overseas locations using various methods and instruments.
- Conduct regular reviews of project deliverables to ensure compliance with good practice.
- Create MEL plans, including selecting indicators and targets for MSI or client projects.
- Assist with instrument design, data analysis, and report writing for third party monitoring projects.
- Provide troubleshooting on technical issues, as required.
- Support projects to design and plan MEL activities, work closely with clients to understand their needs, develop responsive project scopes, and apply appropriate planning, research, and learning methodologies.
- Work as part of a team to support clients to develop mission and program strategies, including results frameworks, logic models, and log frames.
- Provide training and facilitation on strategic planning, monitoring and evaluation (M&E), or Collaborating, Learning and Adapting (CLA) topics.
- Contribute to the development of knowledge products, research papers, and thought leadership initiatives.
- Share lessons learned and best practices internally and externally through publications, conferences, and professional networks.
Business Development
- Contribute to planning and proposal writing efforts for new business development opportunities and liaise with BDU to produce technically sound and compliant proposals.
- Contribute to the design, writing, and review of proposals.
- Conduct reconnaissance trips for upcoming proposals to meet with funding agencies, government officials, and potential partner organizations.
Qualifications:
- Master’s degree in international relations/development, political science, or economics required.
- Minimum five years of experience in M&E and/or social science research required.
- Experience working with USAID or other international development organizations preferred.
- Experience with third party monitoring preferred.
- Experience with basic project management practices and standards preferred.
- Familiarity with MEL tools, including qualitative/quantitative methodologies, performance and impact evaluations and activity MEL plans required.
- Proficiency in statistical analysis software, such as Stata and/or R preferred.
- Proficiency in data visualization theory and practice through R, Tableau, or Power BI preferred.
- Ability to convey information clearly, listen actively, and foster effective communication within the team and with external stakeholders required.
- Ability to work well in a team environment, actively participate in group projects, and contribute to achieving common goals required.
- Ability to adapt to changing circumstances, learn new skills, and adjust to evolving priorities and work environments required.
- Strong analytical and written and oral communication skills preferred.
- Fluency in English required. Fluency in French, Arabic, Spanish or Portuguese preferred.

Pay Transparency Statement:
We are committed to taking a thoughtful, compliant, and equitable approach to employment compensation. We commit to providing a holistic comprehensive salary analysis, including reviews of individual skill sets and compensable factors related to qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $85,000 to $93,000 USD.
