The Team Leader will provide overall management of the TPM program, ensuring that it is executed to a high technical and operational standard. They will be the primary point of contact to clients and stakeholders in the field. They will manage a team of research, reporting and learning professionals to ensure successful project performance, including through oversight of project work planning and implementation. They will coordinate closely with MSI’s home office and senior leadership in the delivery of the project and work with the MSI’s home office to ensure the project is properly resourced and supported. The Team Leader will also be responsible for all contract deliverables including client reporting requirements and overall project compliance. This will be a full-time position based in Kyiv, Ukraine. This position is contingent upon award.

Responsibilities:
- Provide strategic direction, overall coordination and management of the project, including oversight of financial and contract management.
- Serve as the principal interlocutor with clients and key stakeholders within the Government of Ukraine, civil society and other donors.
- Hire and supervise project staff.
- Oversee data collection and the production of reports that are valued by the client.
- Ensure the project meets stated objectives and reporting requirements in a timely manner.
- Lead in coordinating the implementation of project activities with various partners, subcontractors, and grantees.
- Ensure compliance with all applicable rules and regulations, particularly with respect to financial and grant management.
- Contribute to the development and regular review of the overall project approach, strategy, implementation schedule and to drafting project work plans.
Qualifications:
- Master’s degree in international development or other relevant field.
- Ten (10) years of related work experience in managing projects that involve data collection, research or monitoring.
- Experience managing projects in emergency or conflict-affected environments.
- Experience managing remote teams to collect quantitative and qualitative data.
- Demonstrated strong experience managing and developing staff, sub-contractors, and consultants to achieve expected results.
- Must be willing to be based in Ukraine. Prior experience working in Ukraine strongly preferred.
- Excellent oral and written communication, analytic, interpersonal and management skills.
- Fluency in written and spoken English required; proficiency in Ukrainian is highly preferred.
