Chemonics UK is seeking a Team Leader for an anticipated violence reduction programme in Ecuador.
This project is aimed at supporting vulnerable individuals at risk of being exploited by criminal groups, through the development of diversionary interventions in target locations (to be confirmed). It will focus on the following workstreams:
- Community resilience.
- Strategic communications.
- Building Political Will.
- Building capability in the system (at state and local level).
- Pathway Interventions: developing a range of diversionary interventions to steer individuals away from crime.
Role Purpose
The Team Leader has overall responsibility for the technical direction of the project, ensuring it is successfully delivered in line with the project’s theory of change. This will include leading implementation of an adaptive management approach, maintaining an agile delivery model that is highly responsive to any changes in strategic priorities. They will lead on stakeholder engagement with the client, national stakeholders and project partners to maintain buy-in from key stakeholders.
They will provide overall leadership for the project team, comprising long and short term national and international experts, both in-country and remotely. This will include reviewing the required expertise to ensure the project team remains best placed to deliver. The role will require close engagement with the UK based project management unit to ensure adherence to Chemonics’ systems and processes and lead on reporting requirements to the client.
The Team Leader will be a key representative of Chemonics in-country and must adhere to the company’s values.
Key responsibilities
Technical delivery/quality assurance
- Assuring results are being achieved according to schedule, resources are being used effectively and deliverables are of the highest quality.
- Overseeing all technical aspects of the project and participating, as required, in assessment, analysis, and training.
- Overseeing the development and implementation of the Monitoring & Evaluation framework.
- Providing timely and accurate reporting on all programme areas.
HR
- Leading a team of technical experts, long/short-term staff and subcontractors to ensure the main elements of the program are delivered, that staff are performing at a high level and that Chemonics policies and best practices are always adhered to.
- Supporting partners to make sure they are meeting commitments and providing agreed upon deliverables.
- Maintaining the optimum team structure and expertise to deliver the project effectively.
- Line management responsibilities of key team members.
Stakeholder engagement
- Identify and lead of engagement with senior stakeholders on the project, ensuring buy-in to the project.
- Developing and maintaining good relations with donor agencies and local implementing partners.
- Engaging government stakeholders, private sector organisations, and key partner organisations as required to support the programme identifying and addressing issues early.
Financial management
- Overseeing programme activities to ensure adherence to agreed upon budgets and financial projections as agreed with the Chemonics Project Manager.
- Regular drafting and compilation of monthly, quarterly, and annual financial reports for submission to the client.
Duty of Care
Ensure compliance with all Chemonics duty of care standards by project team and partners. Workplanning:
- Develop and maintain an up to date workplan for monitoring project deliverables, escalating any major issues against timelines with the Project Manager and Programme Director.
- Ensuring contractual deliverables are met and to anticipate any delays that may occur in a timely manner, identifying risks, and providing solutions.
Experience, Skills and Qualifications
- High level strategic visioning and project management, preferably with experience in managing complex activities involving coordination with multiple partner institutions.
- Proven leadership in the design, management, implementation, monitoring and evaluation of programmes or other country equivalents.
- Experience designing and implementing interventions to divert at risk individuals away from violent crime.
- Experience working with national and municipal governments to improve service delivery.
- Extensive experience working with project counterparts, particularly senior-level officials from the government, private sector and civil society.
- Prior experience as either a Team Leader, Chief of Party, Country Director or similar.
- Established relationships with governments, civil society organisations and private sector organisations, within Ecuador.
- Culturally sensitive and aware of South American countries, customs and ways of working.
- Successfully delivering in high risk environments.
- Fluency in English and Spanish required.
- Managing local partners remotely.
- Demonstrable experiences working in Ecuador, managing deliverables across multiple locations preferred.
