The Senior Technical Advisor (TA) for Climate Action & Resilience at Global Communities is a member of the Food Economic & Climate Security (FECS) technical team The Sr. TA Climate Action & Resilience will advance Global Communities’ work in the areas of climate change and resilience building by working in close collaboration with other technical teams in developing integrated and sustainable program approaches addressing these challenges. S/he will collaborate with Global Communities’ Humanitarian Assistance group in designing and supporting resilience-building approaches in crisis and recovery responses. This position will contribute directly to technical leadership, technical excellence, positioning, and resource mobilization, and thought leadership/visibility related to climate change and resilience. The Sr. TA will contribute to the quality and effectiveness of Global Communities’ programs by supporting existing programs and by supporting the growth of these strategically key areas through new business development.
Responsibility Area: Management and Leadership
In collaboration with the Sr. Director of FECS, Lead identification and crafting of strategic alliances/partnerships, project innovations, learning, and related research and thought leadership related to climate change & resilience building.
- Lead Global Communities’ portfolio growth of climate action and resilience programs and refine/develop related technical approaches in climate change adaptation and resilience building at the community, regional and national levels employed in program design and implementation.
- Serve as Global Communities technical focal point in climate change adaptation and resilience building at the organizational, country, and program levels.
- Actively promote collaboration and cooperation across departments, technical teams, and country teams supporting/implementing climate change and/or resilience programs in design, management, knowledge capture, and organizational learning.
- Lead the process of ensuring climate change and resilience building approaches are integrated throughout Global Communities’ global project portfolio and introduce standards and implementation practices to ensure approaches are evidence-based, inclusive, sustainable, and innovative.
- Work closely with the Food Security, Economic Opportunities, & Climate Action team in contributing meaningfully and positively to its overall function and success.
Responsibility Area: Technical Excellence
- Serve as Global Communities’ HQ-based climate adaptation and resilience focal point in both sustainable development and humanitarian assistance program designs.
- Team with the FECS Sr. Director in establishing technical quality standards for Global Communities’ climate action and resilience-building efforts.
- Serve as Global Communities lead technical expert in climate adaption and resilience by providing technical leadership in proposal design and technical support of relevant field programs during start-up, implementation, and lead knowledge capture from relevant program learning.
- Provide technical assistance, capacity strengthening, and accompaniment across Global Communities’ food security, climate action, and resilience building programs.
- Serve as a technical advisor and provide high-quality technical assistance to project teams to plan, design, monitor, and evaluate climate adaptation and resilience activities/approaches; conduct technical reviews of workplans and reports; and provide in-person technical field support.
- Support the development and eventual rollout of organizational-level climate action strategies, quality standards, and practices.
- As assigned, serve as a technical representative on Project Support Teams having climate adaptation and/or resilience building activities. Monitor technical performance and work closely with Global Operations to ensure technical quality.
- Support the expansion of GC’s food climate adaptation and resilience building approaches through technical approach differentiator development, participation in working groups, and elevating Global Communities’ visibility.
Responsibility Area: Positioning and Resource Development
- Lead the development and expansion of a Climate Adaptation and Resilience Building program portfolio in collaboration with the Strategic Growth and Partnership new business development unit and in cooperation with Global Communities’ Humanitarian Assistance, Program Operations, and Field Office teams.
- Collaborate with Global Communities’ Strategic Growth and Partnership new business development team to identify donors, partners and mobilize resources for new climate adaptation and resilience programming.
- Dedicate 50% or more time to leading new business development opportunities including prepositioning, directing proposals, and providing technical leadership and content development in relevant submissions.
- Review relevant technical drafts, ensure design integrity, participate in staff selection, and review budgets to ensure quality interventions in proposal submissions.
Responsibility Area: Thought Leadership and Organizational Visibility
- Lead partnership building with key donors that advance Global Communities’ programmatic and organizational interests in climate action and resilience programming.
- Serve as Global Communities’ point of contact in relevant networks and forums in DC and elsewhere, ensuring that Global Communities’ work is well known and position the organization as a recognized implementer in relevant programming.
- Identify, cultivate, and facilitate participation in appropriate networks and alliances.
- In collaboration with MEL and HA team members, create and implement a plan to capture and package climate action and resilience learnings from field program implementation.
- Maintain current knowledge of relevant area/s related to climate action and resilience building, including recent research and literature.
- Collaborate with Global Communities’ Communications division to promote climate action and resilience building work through outreach efforts.
- Publish key learnings via journal articles, conference proceedings, social media, and internal papers.
POSITION SPECIAL RESPONSIBILITIES:
- Domestic and international travel up to 25% time.

- History of leading design and technical support in the relevant technical areas of this position.
- Extensive knowledge of climate adaptation and resilience building principles and evidence-based approaches.
- Demonstrated experience in leading competitive and successful proposal development in donor funded climate change and resilience building programs.
- Direct design and implementation experience with USAID BHA Resilience Food Security Activity (RFSA) and Humanitarian Assistance programs.
- Team skills and ability to work effectively in a team environment with both technical and non-technical staff.
- Ability to learn quickly, apply knowledge, manage deadlines, work independently with minimal supervision on familiar assignments, submit high-quality work plans, prioritize workload, and multi-task in fast-paced environment.
- Ability to work both independently and as part of a team.
- Excellent public speaking and networking skills.
- Excellent English oral and written communication skills; ability to effectively communicate with others.
- Familiarity with Microsoft Office suite (Office 365 experience preferred).
- A passion for the mission and values of Global Communities
- Undergraduate degree in related discipline such as international development, agriculture, or other related field and a minimum of 10 years of related work experience or specialized knowledge of work discipline.
- Minimum 5 years’ experience with USAID programming.
- Direct experience designing and technically supporting USAID RFSA programs.
