The Senior MEL Specialist will lead all technical monitoring and evaluation work under the contract. This includes supporting the Mission’s Performance Management Plan (PMP) design and ensuring alignment of Activity MEL Plans (AMELPs). It also includes overseeing all evaluation work under the project, including designing statements of work with USAID, recruiting evaluation team members, overseeing data collection and analysis and editing reports. The position will supervise 1-2 mid-level MEL specialists. The full-time position will last for five years and be based in Sarajevo, Bosnia and Herzegovina. This position is contingent upon award.
Responsibilities:
- Support the PMP design and alignment of AMELPs.
- Compile and interpret data for the Mission’s annual performance report, and for the annual review IP data and verification of data quality.
- Support data quality assessments, semi-annual project reviews, and the yearly Mission workshop.
- Oversee all evaluations and special studies conducted by the project, including developing statements of work, recruiting and orientating team members, overseeing data collection and inspection, and editing reports. Supervise efforts to disseminate evaluation and other research findings.
- Supervise 1-2 mid-level MEL specialists.
Qualifications:
- Minimum ten years of MEL experience, including experience developing MEL strategies for international development projects and working on evaluations.
- Required experience in designing and implementing data collection efforts for donor-funded projects, showcasing proficiency in data analysis and reporting, with strong writing and data visualization skills. Proficiency in quantitative and qualitative data collection methodologies.
- Possession of a master’s degree or Ph.D. in statistics, development studies, development evaluation and management, or a relevant field of study.
- Experience working with USAID-funded projects preferred.
- Fluency in both English and Bosnian required.
