Description
This position is supervised by the Associate Director of Business Development and has a functional relationship with the ID Director of Finance & Operations.
RESPONSIBILITIES
- In response to funder requirements and in compliance with organizational policies, leads proposal budget development for proposals ranging in value from under one million up to several hundred million dollars
- Develops and manages cost and pricing strategies for various contracting mechanisms across a range of donors; collects cost inputs from a variety of internal/external sources to ensure competitive market prices and accurate information; ensures review feedback is incorporated into final budgets
- Prepares questions to submit to funders if further clarification is needed
- While leading budget development, provides substantive inputs to guide decision-making by the Proposal leadership on overall design of the application to align with cost strategy
- Trouble-shoots complex budgeting issues and solicitation requirements ensures review feedback is incorporated into final budgets
- Reviews, makes recommendations, and communicates issues or concerns regarding cost applications and proposal solicitation requirements to internal stakeholders for timely discussion on bid decision and response
- In coordination with the Contracts & Compliance team, reviews teaming agreements, contracting mechanisms, and required certifications and representations during capture and solicitation phase
- Provides direction to partners for developing sub-award or subcontractor budgets and provide high-quality engagement and review on their proposal documents
- Collaborates with global staff on a variety of business development activities including pricing, return on investment/value for money analysis, and assessing new partners
- Assists in responding to donor’s request for clarification and further information as it relates to applications and proposals; work with the ID Director of Finance & Operations and Director of Awards Management & Compliance, as needed
- Supports completion of other cost-related documentation during the final production stages of the proposal, as needed
Training & Resources
- Updates and maintains templates and tools for preparing quality cost proposals including budgets, cost narratives, required cost application documentation
- Coordinates with other unit teams (Contracts & Compliance, Program Finance) to ensure effective communication and collaboration including providing regular business development training to staff across the organization
- Ensures applications and internal resources are aligned with industry standards and best practices in proposal development
- Develops/standardizes country cost briefs for priority countries
Team Engagement
- In coordination with ID Director of Finance & Operations, manages cost proposal role assignments
- Strengthens capacity across country teams, providing ongoing formal and informal training and mentoring on JSI cost and pricing processes, partner engagement, standard use of templates
- Upon award, works with the ID Director of Finance & Operations to transition budgets for implementation
- Develops and trains staff on pricing tools and guidance
QUALIFICATIONS
- Bachelor’s Degree required; Finance/Accounting or related field preferred
Required Experience
- Minimum of 8 years’ relevant experience, minimum of 3 years with INGO
- Demonstrated advanced experience with MS Excel
- Strong knowledge of USG rules and regulations (2 CFR 200, FAR, AIDAR) including cost principles and familiarity with solicitation mechanisms and contract types ((i.e. cost reimbursement, fixed price, time and materials)
- Experience with indirect cost recovery methodologies and budgeting of non-USG clients
