Our Local Fund Agent team in Maputo/ Mozambique, that provides services to The Global Fund, to ensure good financial performance of their grants and a robust fiduciary and financial risk-based approach to the management of the grants, is looking for a Senior Finance Professional.
Mozambique is a recipient of funds from the Global Fund since 2004 and has so far been allocated over US$ 2.3 billion in signed grants. The Global Fund is one of the major donors of the health sector for the provision of antiretroviral treatment, first-line and MDR-TB medicines, insecticide treated bed nets and other related services for the national HIV, TB and malaria programs through the government and NGO implementers.
Mozambique is the second largest portfolio of the Global Fund and approximately 80% of grant funding goes towards procuring medicines and health products. These funds are managed through six grants with the Ministry of Health and three non-governmental organizations.
The main objectives of GFA’s LFA Team for Mozambique are:
•ensure efficient functioning of the supply chain system from central level to health unit for all health commodities procured by the grants;
•ensure good financial performance of the grants to reach programmatic results;
•continue a robust fiduciary and financial risk-based approach to the management of the grants;
•to follow on the Government commitments of co-financing.
Job description
Tasks are related to:
- financial accounting, with the ability to review and analyse accounting transactions;
- reviewing and negotiating budgets;
- work with financial management systems, with the ability to review and assess internal controls and financial processes and procedures and provide recommendations for improvement;
- review of financial statements (including income and expenditure statements, balance sheets and cash reconciliation statements); and
- review and interpretation of audit reports.
Qualifications
·A Graduate Degree in Finance/Accounting and preferably an internationally recognised professional finance or accounting qualification – e.g. ACCA, ICMA, CPA, CMA, or Chartered Financial Analyst.
·Good knowledge of the local accounting framework, experience with Donor /NGO landscape and grants management.
·Experience with one of the big four auditing companies.
·Experience with projects financed by The Global Fund is an asset.
·Fluency in Portuguese and English.
·A minimum of 5 years of relevant experience working in a financial role, preferably with at least 2 years of post-qualification experience related to:
- financial accounting, with the ability to review and analyse accounting transactions;
- reviewing and negotiating budgets;
- financial management systems, with the ability to review and assess internal controls and financial processes and procedures and provide recommendations for improvement;
- review of financial statements (including income and expenditure statements, balance sheets and cash reconciliation statements);
- review and interpretation of audit reports.
