The Senior Finance Officer will serve as part of the Finance team under the Jordan Public Accountability and Justice Strengthening Activity (PAJ) in Jordan and will carry out duties designed to meet the objectives of the project. The Senior Finance Officer will report directly to the Finance Manager.
Responsibilities:
- Review payment requests and clear all project financial transactions, including deposits, receipts, vouchers, and cash disbursements according to MSI/PAJ policies.
- Maintain the payment request tracker to avoid double payments.
- Prepare disbursement vouchers, cheques, and online wire transfers.
- Ensure that field financial and procurement procedures and policies are followed and implemented.
- Act as focal point for daily banking matters.
- Ensure proper recording, documenting, and reporting of all financial transactions on QuickBooks.
- Prepare cash and bank reconciliation statements.
- Support the Finance Manager in overseeing the project accounting cycle to ensure that monthly financial expense reports are accurate and timely submitted.
- Assist the Finance Manager in preparation of the MSI/PAJ monthly expenditure reports, ensuring accuracy and completeness in a timely manner.
- Consolidate monthly fund projections for project’s procurement, activities, payroll, grants, and office administration.
- Work closely with the Finance Manager and the Director of Finance & Operations (DFO) on project budgeting and expense planning.
- Observe project’s overall expenditure against budget and alert the Finance Manager of potential over/under spending.
- Support the Finance Manager on managing audits and financial reviews.
- Follow-up with vendors, banks, and PAJ staff to track payments and avoid duplications and ensure cost reasonableness.
- Ensure that all financial vouchers are scanned and uploaded on Egnyte on daily basis.
- Update Income and Sales Tax Department (ISTD) tracker.
- Serve as the point of contact with PAJ’s Tax Advisor and ensure accurate payments of social security and income tax payments.
- Review inventory records of Non-Expendable Equipment and prepare USAID’s annual government property report.
- Provide support, mentoring, training, and advice to staff on finance and accounting as assigned by the Finance Manager.
- Work closely with the Finance Manager to mitigate fraud and ensure compliance with USAID regulations.
- Perform additional accounting, financial and administrative tasks as assigned by the Finance Manager.
Qualifications:
- Bachelors degree in accounting or a related field is required.
- Minimum five years of relevant experience in accounting and financial management required.
- Experience in USAID-funded projects required.
- Knowledge of GAAP, local accounting practices, social security, and local taxation.
- Fluency in Arabic and proficiency in English required.
