Position Overview
NARUC International Programs seeks to empower the global community of regulators to drive meaningful change in their energy sectors. The Program Officer works closely with other program staff from the International Department, especially with the assigned Program Manager (PM) who serves as a team lead for each project. The Program Officer plans and implements results-oriented national or regional-level energy regulatory support projects. The Program officer also works with the program team and foreign partners to develop strategic goals and milestones for individual projects. The position will be based in NARUC’s office in Washington, DC. The term of employment is grant-funded and is conditioned upon continued client funding and satisfactory performance of duties.
Required Abilities and Key Attributes
The Program Officer works closely with PMs and successfully develops and implements of all aspects of assigned projects, in accordance with the terms of the cooperative agreements and NARUC policies. The Program Officer manages the progress of several projects to ensure planning, implementation and reporting meet specified project timelines.
The position requires: knowledge of the energy sector and issues facing emerging and transitioning economies; previous program implementation experience; experience coordinating workshops in developing countries; strong communication, strategic thinking abilities and analytical skills; and excellent English writing and presentation skills. Knowledge of the nonprofit field and/or USG grant/contract requirements very useful. International and domestic travel required (approx 25-40% of time).
Responsibilities
The Program Officer’s priorities will include implementing project visions and work plans, developing collaborative relationships with foreign partners, and coordinating with PMs and the Logistics Team to achieve forward planning. The Program Officer will work closely with PMs to ensure harmonized approach to project design, implementation and communication for each project and work towards increasing regulatory knowledge to serve as a moderator/facilitator during activities, engaging the international and US regulators in discussions with a goal of identifying concrete deliverables. The Program Officer will need to build and sustain relationships with partners and NARUC staff, and provide programmatic reporting to clients. The Program Officer will also support the wider program team and ensure compliance with NARUC and USG polices, regulations and operational and financial procedures.
Education and Experience
A degree in Energy/Environmental Science, International Relations, Public Administration or a related field and 3-5 years of professional experience is required. Event planning and management experience is necessary. In-country living or travel experience is beneficial. Knowledge and/or experience with USAID and USG regulations and procedures is desirable. Language proficiency in Russian, French, or Spanish is desirable.
