In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as “retirement.” Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. Org. Setting and Reporting
This position is located in Bamako within the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). The Procurement Officer reports directly to the Chief Procurement Officer (CPO).
Within delegated authority, the Procurement Officer may be responsible the following duties: •Serves as a senior procurement and contracting expert with responsibility for the world-wide procurement of a wide variety of supplies and services associated with highly complex (technically and legally) contracts and procurement activities. •Provides technical advice on procurement activities to Mission officials during all phases of the procurement cycle.•Analyzes and evaluates procurement requests and ensures appropriateness of technical specifications.•Develops and prepares highly complex contracts for procurement of non-routine commodities or long term services; issues international tender invitations; evaluates responses to tender, and makes recommendations for finalization of purchases and award of contracts; signs procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Contracts Committee for review and subsequent approval by the authorized official.•Develops new tactical approaches to contracts, as well as new methods for their application, based on market research.• Develops standards and criteria for the evaluation of goods, services, supplier capacity, etc.•Maintains under constant examination production patterns in exporting countries; evaluates the productive capacities and performance of manufacturers to identify supply sources.•Establishes approaches for negotiations and conducts or coordinates all phases of negotiations with all concerned parties, including the negotiation of disputes arising from contracts.•Provides direction and guidance to more junior staff.
Professionalism: Strong theoretical background and substantive experience of internationally recognized procurement standards and of all phases of international procurement techniques and operations used in contracting for operations relating to construction contracting for large office building type facilities or related infrastructure projects. Direct experience and knowledge of construction renovation projects, architecture, leasing, insurance, project management and estimating or quantity surveying. Knowledge of leading-edge procurement methods and good negotiating skills. Knowledge of contract law and expertise in handling complex procurement and contract issues. Knowledge of quantitative methods to measure supplier capacity systems and ability to identify sources of supply, market trends and pricing in particular in engineering / construction related areas. Ability to shape and influence agreements with requisitioning units and vendors. Ability to apply technical expertise to resolve a range of complex and/or sensitive issues/problems. Ability to develop procurement policies, procedures and new programmes. Advanced university degree (Master’s degree or equivalent) in business administration, public administration, commerce, engineering, law or a related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in procurement, contract management, contract administration or logistics and supply chain management in the public or private sector, of which five (5) years’ experience should be directly related to first-hand procurement and/or contracting is required. First-hand experience in conducting procurement at the international level for an intergovernmental organization is desirable. Experience of high volume procurement operations in conflict or post-conflict environments is desirable. Proven experience of procurement and financial management systems is desirable.
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Working knowledge of French is desirable.
