The Political Economy Analysis (PEA) Consultant will work under the supervision of a Team Lead to implement a PEA for the PAC project. The PEA Consultant will provide support primarily on facilitating meetings and interviews with key stakeholders in North Macedonia, including assistance identifying the right people to speak with, facilitating connections, and compiling meeting notes. Additionally, the Consultant will provide input into the draft report summarizing the PEA process, findings, and conclusions. The fieldwork for this assessment is expected to take place in March 2024.
Responsibilities:
- Draft the PEA research questions and work plan for conducting fieldwork in collaboration with MSI.
- Conduct participatory focus groups, key informant interviews, and/or surveys or questionnaires to identify opportunities and constraints for change including understanding which stakeholders can champion or block reforms, recent events evidencing a shift in political and economic dynamics, and other momentum that can be leveraged to open space for dialogue and action.
- Prepare inputs for the draft report summarizing the process and findings from the PEA analysis.
- Contribute to the final report and the presentation of findings to the PAC activity and USAID as needed.
Qualifications:
- Bachelor’s degree in international affairs or a relevant field required.
- Minimum five years of experience in a similar position required.
- Experience and practical knowledge of USAID/donor programming in democracy and governance and/or anti-corruption required.
- Fluency in Albanian or Macedonian is required. Professional proficiency in English with excellent written and oral communications skills are strongly preferred.
