TITLE: Partnership Specialist
Location
This position is based in Aden, Yemen. This position may require periodic travel outside Aden if required.
Duration
Short Term (3 Months), with potential opportunity to be extended.
General Summary
The Partnerships Specialist will be responsible for the overall fund management and administration of Yemen Stability Fund (YSF) activities to ensure effective delivery of YSF activities designed to meet the programme objectives. The Partnerships Specialist will oversee fund activity grant design, competition, pre-award, risk assessment, award monitoring and grant closeout. The Partnerships specialist will be responsible for the management of the Partnerships Officer.
Principle Duties and Responsibilities
As Partnerships Specialist, the employee is responsible for the following principal duties and responsibilities:
- Manages the development, implementation, and administration of assigned YSF partnerships and fund activities.
- Act as primary focal point, where assigned, to YSF activity partners, and coordinate closely with the Delivery Manager, MEL Manager and other YSF team members on the management of financial, due diligence, capacity development and risk in each partnership.
- Tracks assigned YSF activities financial expenditures and partner engagement on risk, due diligence and financial components of the activity.
- Maintain tracking system/ database on funds disbursements and reports and prepare frequent disbursements and financial reports.
- Monitors fund activity disbursements and payment schedules, liaising closely with the Delivery Manager, Monitoring and Evaluation Lead, Operations and Administration Manager and Finance Manager to make fund payments in a timely and compliant manner.
- Reviews fund activity packages and payment requests for compliance with Chemonics’ procedures and client regulations.
- As needed, participates and assists in assessing organisational capacity and participates in activity kick-off meetings to serve as a resource for any questions related to financial management, due diligence, capacity development or any other administration and compliance questions.
- Ensures full compliance with YSF Activity manual and grants procedures, templates, documentation, and donor regulations.
- Manages the issuance of solicitations for proposals, assists in evaluating applications for activity funding, including preparation of written reports on the process of evaluation and results of selection, if applicable.
- Support work planning, budget management and procurement
- Contributes to the development of YSF Activity Manual and templates and updates them as needed throughout the life of the programme.
- Maintain tracking system/ database on funds disbursements and reports and prepare frequent disbursements and financial reports.
- Maintain proper documentation on activity solicitation, activity cycle management, and closing.
- Maintains communication throughout the project with the Operations and Admin Manager and Team Leader, YSF programme staff, and head office programme management unit.
- Performs other duties and responsibilities as required.
- Supervise the Partnership Officer and managing his/her objectives and performance, providing him/her the required support and guidance.
- Providing guidance and capacity building session to YSF partners on YSF grants management and reporting.

Required Skills and Qualifications
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
- Bachelors’ degree in a relevant field, or equivalent experience
- Progressively responsible experience in a grants management roles, preferably for donor-funded development projects.
- Excellent communication, and writing/reporting skills.
- Team player with the ability to also work independently.
- Computer literacy in word processing, spreadsheets and preparation of graphs, tables, charts with Microsoft Office (including Word, Excel, and PowerPoint) required.
- Professional proficiency speaking, reading, and writing English required.
Supervision
The Partnership Specialist will report to the Operations and Admin Manager and Team Leader
