Shaping a stronger Oxfam for people living in poverty.
BACKGROUND
Oxfam currently works in 10 countries in the Horn, East and Central Africa (HECA) Region: Sudan and South Sudan, Ethiopia, Somalia, Kenya, Tanzania, Uganda, DRC, Burundi, and Rwanda. Humanitarian programmes make up over 50% of spend in the region.
The humanitarian context of HECA is dominated by multiple causes of suffering, conflict, climate change induced flooding and drought, and food insecurity. There are more than 10 million IDPs and refugees in the region, and millions of people are living in food insecure state.
Conflict-related complex emergencies in the region are characterised by large-scale internal displacement and refugee movements and the widespread destruction of social and economic infrastructure, with women and children disproportionately affected. Traditional approaches to humanitarian assistance are challenged by the existence of protracted or entrenched emergencies, where populations remain displaced and dependent on humanitarian aid for many years. Many of the conflicts in the region are characterized by extensive human rights abuses, and high levels of population movements combined with the presence of government soldiers, peacekeeping forces, and non-state armed groups put program beneficiaries at high risk of HIV/AIDS and gender-based violence.
JOB PURPOSE
To consolidate Oxfam’s position as a leading public health agency by promoting innovation and learning across the region, building the technical capacity of country teams and partners to design and implement quality public health programmes, and ensuring that HECA country programmes and the region are prepared to meet public health needs in new category 2 and 3 disasters in a timely and effective way.
Contract Length – Fixed term contract for 2 years
