The Anti-Corruption Institution Strengthening Lead will oversee the Objective 1 technical team dedicated to strengthening national level anti-corruption institutional capacity to advance corruption prevention, detection and deterrence. Activities supporting this objective will focus on national-level institutions ensuring they have the legal and regulatory framework to best safeguard their independence; the capabilities and tools to prevent and combat sectoral, systemic, and transnational corruption; are able to integrate anti-corruption work among themselves and present a unified approach to the public. In addition, the objection should ensure effective engagement with partners from private sector and civil society to ensure a whole-of-society response to corruption. This position is conditional upon MSI winning the proposal.
Responsibilities:
- Reporting to the Deputy Chief of Party, the Anti-Corruption Prevention and Deterrence Lead will oversee a team of diverse technical experts, program staff, and partner organizations working at the national level to advance ant-corruption policy implementation, with a focus on the following project sub-objectives:
- Support reforms linked to Ukraine’s EU and OECD integration and Ukraine’s National Anti-Corruption Strategy for 2022-2025.
- Provide follow-on support to initiatives created under USAID’s prior anti-corruption programming.
- Implementation of the State Anti-Corruption Program, including supporting development of digitalization projects and State Program monitoring reform efforts advanced.
- Improve institutional capacity and resilience of specialized anti-corruption bodies (and anti-corruption relevant organizations).
- Enhance the efficiency, effectiveness, and economy of anti-corruption bodies supported.
- Oversee gender analyses and policies developed and implemented in anti-corruption bodies to understand gendered impacts, drivers, dynamics, and responses to corruption and to promote the leadership and decision-making role of women in the anti-corruption field.
- Advance the integrity of state-owned enterprises by conducting anti-corruption and corporate governance compliance assessment and action plans in close coordination with other USAID programming.
Qualifications:
- Bachelor’s degree in public administration, public policy, economics, law, or a related field. Master’s degree preferred.
- At least five (5) years’ experience working in designing, implementing and monitoring anti-corruption initiatives.
- Experience managing technical staff and building cohesive teams.
- Demonstrated knowledge and experience in implementing effective accountability, transparency, public oversight, audit and anti-corruption activities.
- Strong analytical and communication skills, including ability to engage stakeholder in dialogue, lead formal meetings, design and conduct training, and produce high quality practical analytical reports and knowledge products.
- Familiarity with the Ukrainian anti-corruption reform agenda and leading anti-corruption agencies.
- Fluency in the Ukrainian language with excellent written and oral communications skills required, with proficiency in English strongly preferred.
- Knowledge of and prior experience working on USAID-funded activities strongly preferred.
