The Monitoring, Evaluation and Learning (MEL) Specialist will lead and manage the technical work related to a third-party monitoring activity in Nicaragua. The MEL Specialist will virtually attend and monitor the quality of events and workshops and prepare reports. The MEL Specialist will also assist in verifying partners’ reports on indicator data and activity results, review Implementing Partners (IPs) performance reports and support knowledge and learning processes. Travel to Costa Rica might be expected.
Responsibilities:
- Attend IPs’ events/workshops and monitor quality of activities and prepare written reports virtually or physically if conditions allow.
- Assist in verifying partner reports on indicators data, activity results, such as monthly and/or quarterly performance reports.
- Analyze data, prepare data visualizations, and conduct data quality assessments independently.
- Design and manage the Activity’s technical performance monitoring system and related tasks as assigned by the Task Manager, including report writing.
- Design and manage the Activity’s knowledge management and learning processes.
- Support the Team Leader in designing and managing the Activity’s knowledge management and learning processes.
- Advise and provide expert technical input on performance monitoring tasks to the USAID Mission, IPs, and local organizations.
- Contribute to the conceptualization, design, and facilitation of in-person and remote training, mentoring, and technical assistance in various formats to enhance MEL skills and practices for staff from the Mission, IPs, and local organizations.
- Ensure all work is performed professionally and ethically while promoting a cohesive, positive working environment.
- Assist colleagues with other MEL tasks, in other areas to balance workloads, such as compiling reporting documents, etc., when needed.
Qualifications:
- Bachelor’s degree in international development, political economy, economics, quantitative methods and research, or a related field required. Master’s degree in a related field preferred.
- Minimum five years of experience in monitoring and evaluating development programs required.
- Minimum five years of experience in conducting USAID monitoring and reporting processes required.
- Minimum five years of experience working in the Latin America region required.
- Minimum three years of experience working on adaptive management in a non-permissive environment (NPE) or other challenging and dynamic contexts required.
- Experience conducting and leading third-party monitoring activities is required.
- Knowledge of USAID ADS 201, the Project Cycle, the Foreign Assistance (FA) Standard Structure Definitions and related FA indicators, as well as USAID theory and practices of CLA and Non-Permissive Environments preferred.
- Ability to handle a high volume of priorities, events, and projects, stay organized, and ensure follow-through on activity needs.
- Strong interpersonal, communication, collaboration, and management skills required.
- Fluency in English and Spanish is required.
