In this capacity, the MEL Officer’s work shall be divided into two primary areas:
Direct Program Support on Monitoring and Evaluation (50%)
- Provide ongoing support to IFES regional program teams in developing performance indicators and creating and maintaining Performance Monitoring Plans (PMPs).
- Support and advise regional program teams in developing logical frameworks and results frameworks both at the proposal development and project implementation phases.
- Support and advice regional program teams in managing data, including the set-up of MEL systems and dashboards, and leading monthly MEL check-ins.
- Design and implement brief pre- and post-training surveys, activity logs, and other MEL tools to support IFES program teams in capturing data on program initiatives.
- Lead reflection and learning events for program teams and contribute to identification of organization-wide best practices and lessons learned.
- Lead evaluation efforts, including drafting key questions and data collection tools, implementing interviews and focus groups, data analysis and write-up.
- Support the organization and maintenance of in-house resources related to MEL practice at IFES, including creating and updating MEL templates, developing and refining standard performance indicators, to ensure ease of access and use of these tools for program staff.
- Support organization and implementation of MEL trainings for IFES staff and partners in Washington and the field.
- Assist in presenting MEL data and approaches to internal and external audiences.
- Travel internationally approximately 10% of the time for IFES programs.
Support Maintenance of Organizational Indicators Databases (50%)
- Act as a lead person in coordinating overall database development and maintenance issues with relevant MEASURE personnel including MEL Officer and the CEPPS Database Manager.
- Attend IFES/CEPPS meetings, training, and other events related to the database maintenance to make sure decisions are made in a participatory approach such as improving the design of the databases, agreeing on a timeframe for historical data entry, and future plans.
- Provide support for the overall process for contributions and inputs into the IFES/CEPPS databases to make sure inputted data is compliant with database requirements and submitted on a timely basis.
- Participate in IFES/CEPPS-wide database related meetings and consultations on database design/implementation issues.
- Check new indicators, data sources, and other pieces for consistency and relevance. This includes disaggregations , calculations, reporting frequency and others.
- Work with relevant regional program teams in the identification of, and provide training to, the field data entry persons on data entry for indicators for a specific reporting period with required disaggregations including online and offline data entry methods.
- Coordinate database maintenance issues with IFES MEL Officer and the CEPPS Database Manager such as adding a new project, a new disaggregation, a new location, and/or bringing changes in existing data.
- Verify and run data quality checks to ensure data is relevant, accurate, consistent, complete and reliable.
- Setup accounts and assign appropriate permissions for relevant staff from the program and other teams to allow smooth navigation throughout the database while securing safety of data.
- Train relevant HQ and field teams on how to do data entry into the CEPPS and IFES Indicators Databases, how to run reports and how to use other relevant functionalities such as data tables.
- Support the MEL Officer and CEPPS Database Manager in all other emerging database issues that are relevant to CEPPS partners and IFES projects.

QUALIFICATIONS:
- Bachelor’s degree in statistics, international development, political science, international relations or a related field, Master’s degree preferred.
- Minimum 3 years of relevant experience in a monitoring and evaluation role on international development programs.
- Strong analytical skills.
- Excellent organizational skills.
- Basic computer skills (Microsoft Office Programs, Excel, Internet) are required.
- Experience with data collection tools, graphs and tables is preferred.
- Ability to work independently in support of a team.
- Availability to travel may be required up to 10%.
