The Monitoring, Evaluation and Learning (MEL) Officer will be responsible for collecting data and conducting monitoring and evaluation (M&E) in areas required by the contract. Travel to Yemen is not currently envisaged but may be considered in the future.
Responsibilities:
- Design data collection instruments for key informant interviews, surveys, focus groups, observation checklists and other activities to collect information for Third Party Monitoring (TPM) reports, evaluations, and assessment as needed.
- Train Enumerators based in Yemen on data collection instruments.
- Process and analyze qualitative and quantitative TPM data.
- Support in drafting TPM reports.
- Support in conducting Data Quality Assessments (DQAs) as requested by the Mission.
- Conduct virtual interviews with key informants in Yemen as needed for monitoring activities and reporting.
- Coordinate with Implementing partners (IPs) for conducting monitoring activities and reporting.
- Update YCLE trackers and databases on a regular basis.
- Provide support to manage the project’s knowledge management portal and digital data collection platforms including tool scripting as needed.
- Contribute to all aspects of Geographical Information System (GIS) data collection, cleaning and updating, and maintaining the geodatabases for YCLE and USAID/Yemen activities as required.
- Provide support for preparation of training materials and provision of training as needed for IPs.
- Perform other related services as may be required to respond to changing USAID priorities and requests.
Qualifications:
- Bachelor’s degree in social sciences or a field related to monitoring and evaluation is required. Master’s degree is preferred.
- Minimum three years of experience in monitoring and evaluation (M&E) of international development projects, preferably for USAID is required.
- Experience developing data collection instruments and collecting data in the Arab region.
- Strong interpersonal communication skills and teamwork abilities.
- Fluency in Arabic and English, including writing skills, is required.
