Chemonics seeks a Monitoring Evaluation and Learning (MEL) Manager for the USAID Recycling in Jordan Activity. The project aims to increase commercial sector utilization of recycling services in Amman, Jordan. The objective of this role is to lead the development of a comprehensive Activity MEL Plan and project theory of change and assist the Chief of Party to lead implementation of the MEL plan, ensuring it aligns with contract requirements and client objectives. Responsibilities include:
- Develop data collection tools necessary for capturing and reporting on project indicator data, and coordinate development and utilization of tools.
- Take charge of collecting and synthesizing information
- Maintain project data in Chemonics’ Monitoring and Evaluation Software (DevResults)
- Assist with high-quality, timely, and complete submission of work plans and technical and performance reports.
- Work closely with the project component leaders and provide backstopping and guidance in the performance of the project work plan indicators.
- Identify opportunities for integration of new technology into MEL tasks.
- Ensure that project staff are considering and applying data to maximize learning from data and using data in making project decisions.
- Take the lead in MEL capacity building activities for the Project staff and other stakeholders Contribute to the development of annual work plans and regular project reports and reviewing the MEL plan accordingly.
- Compile and analyze data on project indicators for contractual reports to show the progress against project objectives and targets, and report findings to project senior leaderships, as well as prepare reports for submission to USAID.
- Prepare monthly, quarterly and annual reports to USAID on project activities, as well as portfolio reviews, DevResults and reporting requirements; the MEL Specialist is expected to utilize resources in order to effectively minimize task loading during peak reporting seasons
Qualifications:
- Bachelor’s degree in international development, nature or social science, research, or a related field. Master’s degree preferred.
- Minimum five years of experience in managing data intensive programs and designing MEL activities for donor-funded programs, including hands-on practical experience in data collection and MEL reporting. in the Middle East and experience in Jordan strongly preferred
- Computer skills in Word, Excel and other programs required, familiarity with relational databases preferred; experience with mobile data collection (tablet or phone-based application) preferred.
- Knowledge of project cycle management; situation/context analysis, conceptual models, theories of change, monitoring and evaluation and learning
- Demonstrated expertise in both quantitative and qualitative research methods.
- Demonstrated familiarity with and understanding of developing and monitoring both output and outcome indicators.
- Possession of strong organizational, reporting and analytical skills.
- Fluent Arabic and English required.
