Fiji Program Support Facility
The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards program in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, and disaster risk reduction across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.
The FMU in Suva, Fiji provides centralised management of the Facility’s programs and activities including operations, MEL, reporting, communications and public diplomacy and integration of cross-cutting themes.
Key responsibilities
- Lead the delivery of a high-quality and practical MEL system that successfully measures the results of sectoral programs as well as the efficiency and effectiveness of the Facility model, in line with DFAT’s Performance Assessment Framework (PAF) for Facilities
- Manage and oversee a team of MEL staff in the FMU and sector programs, and ensure the Facility has the right resources in place to deliver the MEL systems and production of reports
- Lead the preparation and quality assurance of all Facility reports in conjunction with management and program staff (including online and visual reporting through Power BI)
- Provide quality assurance of MEL implementation across Facility’s programs and activities, including reviewing the methodological rigor of the methods/tools
- Engage with DFAT counterparts on MEL strategic direction and progress through regular meetings of the DFAT-Facility MEL Group
- Build the capacity of the MEL team through effective and consistent performance planning, coaching and mentoring
Selection criteria
- Tertiary qualifications in MEL or a related field or commensurate experience specialising in MEL
- At least ten years’ experience in in establishing, implementing and improving MEL systems for large and complex international development programs, preferably across multi-sector programs and/or delivery methods such as Facilities
- Extensive experience in research, survey design, data collection methods, and conducting advanced quantitative and qualitative data analysis for international development programs
- An in-depth understanding of and experience in applying global MEL standards, and particularly the Australian Government’s MEL standards/requirements
- Expertise in measuring value for money and knowledge of globally recognised value for money methodologies
- Demonstrated experience in the preparation of technical reports for donors
- Demonstrated living and working experience in developing country contexts
- Demonstrated experience managing and building the capacity of national staff members, including delivering training
- Demonstrated experience in designing and/or using data and information systems such as Power BI
