PATH is seeking a qualified Monitoring, Evaluation, and Learning (MEL) Director for the anticipated USAID-funded Mozambique Improved Maternal, Newborn, Child Health, and Nutrition (MNCHN) activity.
Reporting to the Chief of Party (COP), the MEL Director will develop and oversee project monitoring, evaluation, research, learning, and reporting, including appropriate indicators, tracking against targets, assessing performance, conducting surveys and assessments, documenting lessons learned, and producing timely, accurate, and complete reports. The MEL director will effectively integrate the overall learning agenda for the activity into the MEL Plan, including a focus on implementation research, so that learning is incorporated into every aspect of maternal, newborn, child health and nutrition programming—from activity design, to service delivery, to utilization/uptake, and adherence. S/he will develop efficient processes and systems for translating lessons learned into practice, to allow timely resolution of implementation challenges and scaling up of effective integrated interventions.

Key responsibilities include but are not limited to:
- Provide in-country technical leadership and support for all monitoring and evaluation and knowledge management activities.
- Ensure the integration of MEL activities into all project components.
- Collect, report, and analyse information on project activities.
- Ensure timely and complete reporting from in-partners in accordance with approved reporting formats, especially supported health facilities and districts reporting into the national health databases.
- Monitor and evaluate progress towards annual work plans and expected outputs, including selecting and monitoring progress in meeting key performance indicators (KPIs).
- Assist the COP in the preparation of work plans/selection of indicators and annual implementation plans with a view towards the project’s MEL requirements.
- Coordinate the preparation of all quarterly and annual project reports, inception report, ad-hoc technical reports, and success stories for USAID funding in line with the required formats.
- Collect data for annual MEL plans and use those data to improve project performance.
- Adapt and implement tools and techniques to improve the quality and use of data for decision making.
- Compile information on lessons learned and expertise within and outside the project.
- Assist the Chief of Party with decision-making on resource allocation based on project priorities and performance.
- Participate in appropriate technical meetings and conferences on behalf of the project.
- Provide support to institutional and human capacity building activities at the regional and local levels for project activities towards strengthening health management information systems.
- Develop a detailed plan to build technical and managerial capacity of project staff.
- Based on the aforementioned capacity building plan, conduct monthly seminars, hands-on training, mentoring, and coaching for project staff.
- Carry out any such duties as may be assigned by the Chief of Party.
