The Monitoring, Evaluation, and Learning (MEL) Advisor will be primarily responsible for collecting qualitative and quantitative data from interventions carried out by the activity and generating reports, supporting with identifying lessons learned, and keeping track of successes and challenges of activities. The MEL Advisor will also lead efforts to obtain information on impacts/effects of activities and produce communications and knowledge products. The MEL Advisor will support and feed into the activity’s Problem Driven Iterative Adaptation (PDIA) approach. The MEL Advisor will provide feedback to team members in ongoing implementation and learning meetings as well as periodic pause and reflect sessions, to ensure to incorporate lessons learned and best practices into new activity development and implementation.
Responsibilities:
- Lead the development, regular updating, and revision of the activity’s Annual MEL Plan (AMELP), in close coordination with USAID.
- Lead on designing and implementing initiatives to strengthen the project’s approach to MEL, including adoption of standardized indicators, indicator tracking tools, and innovative evaluation approaches.
- Obtain information from the project team, partners, and stakeholders regarding activity results and contribute to quarterly and annual reporting.
- Prepare and lead activity evaluation actions such as workshops, focus groups, interviews, round tables, surveys, etc.
- Support the activity’s PDIA approach, including organizing and supporting the Chief of Party (COP) in leading PDIA Advisory Board meetings.
- Support the program’s overall learning agenda to derive lessons learned and best practices from program activities and contribute to reporting requirements.
- Maintain open communication with Communications and Public Awareness Campaign Manager and the project team to ensure flow of information.
- Conduct data verification exercises including data review and interviews.
- Visit partners, beneficiaries, and activities regularly to evaluate the progress and impact of the activities.
- Manage the repository of tools, guidelines, and reference documents for MEL work and other materials.
- Help build the capacity and provide technical assistance to partners and subcontractors in MEL techniques.
- Provide ongoing political and data analysis to inform the program strategy and activities.
- Perform other tasks as required.
Qualifications:
- Bachelor’s degree in a relevant field is required.
- Minimum five years of professional work experience is required.
- Experience working in evaluating programs, social projects, and/or public policies is required.
- Experience working in research with qualitative and/or quantitative methodologies (statistics or econometrics), including developing research reports is required.
- Knowledge of and experience with developing and evaluating impact-oriented projects is required.
- Ability to maintain confidential information is required.
- Ability to travel to other project implementation locations and work harmoniously with colleagues from different cultural and professional backgrounds is required.
- Advanced knowledge of all Microsoft Office programs such as Word, Access, Excel, PowerPoint, Outlook and FrontPage is strongly preferred.
- Strong time management, activity organization, proactive problem-solving, service-oriented, and inter-personal skills required.
- Strong written and verbal communication skills in English is required.
