Project Summary:
The Monitoring, Evaluation and Learning Support (MELS) activity supports the Mission’s implementation of USAID/South Sudan’s Strategic Framework (2020-2024) through effective monitoring and evaluation processes in support of adaptive management and ensuring alignment with the USAID Program Cycle, as well as supporting the Mission’s organizational learning and knowledge management agenda. The MELS activity serves as the Mission’s primary mechanism for monitoring, evaluation, and learning and adaptive management services for ongoing activities and programs. In a dynamic operating environment, MELS provides USAID/South Sudan with flexible, demand-driven technical, analytic, and advisory support in order to strengthen collaboration, learning and adapting (CLA); train and build the capacity of USAID staff with a particular focus on Foreign Service Nationals (FSN); promote institutional memory; produce MEL products as appropriate; strengthen knowledge management and organizational learning (KMOL), organizational effectiveness and operational efficiency; and strengthen data-driven decision-making through an efficient use of GIS and other innovative spatial analysis.

Position Summary:
The Monitoring and Evaluation (M&E) Specialist will provide technical advice, assistance, and guidance to the program office, technical teams, and implementing partners (IPs) regarding the Mission’s M&E activities. The M&E Specialist will have a significant role in managing and enhancing systems to assess and monitor program/project performance across USAID/South Sudan’s portfolios. Additionally, the M&E Specialist will be responsible for drafting, editing, and ensuring the overall quality control of Third-Party Monitoring reports, studies, and other MELS reporting deliverables. The position will report to the Senior Monitoring & Evaluation Manager, with the Deputy Chief of Party (DCOP) providing overall guidance.
Responsibilities:
- Review performance management plans (PMPs) and performance reports.
- Conduct data quality assessments (DQAs) to determine the validity, reliability, and integrity of performance data.
- Support collection and assessment of baseline data and suggest revisions to targets.
- Help develop the theory of change or development hypothesis and critical assumptions.
- Assist in identifying appropriate performance indicators and preparing performance monitoring plans.
- Provide training to USAID staff and IPs using relevant resources and tools.
Qualifications:
- Bachelor’s degree in economics, political science, international development, social sciences, statistics, or related field is required. Master’s degree is preferred.
- Minimum five years of professional experience in monitoring and evaluation or related sector program management, with strong technical and monitoring and evaluation skills is required.
- Experience in strategic planning, designing and applying methods and strategies for data production, analysis, and utilization, as well as sharing and communicating information in diverse environments is required.
- Strong interpersonal skills, including communication, negotiation, representation, program/project management, coordination, time management, qualitative and analytical skills required.
- Ability to effectively communicate technical information is required.
- Strong oral and written proficiency in English is required.
