The Monitoring and Evaluation (M&E) Specialist will be based in Kyiv and provide monitoring and evaluation technical support and support USG agencies and implementing partners (IPs) in Ukraine, as requested by the Department of State. The M&E Specialist will be primarily responsible for working with partners to review their M&E frameworks and develop robust monitoring and data collection frameworks to ensure accountability and the effectiveness of USG-funded support to Ukraine. The M&E Specialist may also design and implement primary data collection to ensure accountability of USG support and assess progress against key US government objectives. Also, the M&E Specialist will work with USG partners to ensure MEASURE has access to relevant project information and M&E data and provide input to MEASURE’s reporting.
Responsibilities:
- Support USG agencies and IPs to develop M&E frameworks, logic models, indicators, and other M&E-related documentation to help them continue to assess their progress towards achieving their goals.
- Review data collection instruments and processes to ensure that collected data is valid, reliable and timely.
- Support the design and implementation of evaluability assessments for clusters of projects.
- Design and perform data quality assessments.
- Support the development of terms of references for evaluations and oversee the work of short-term experts involved in the evaluations.
- Design and implement primary data collection through observations, key informant interviews, and focus groups at partner assistance sites to ensure partner interventions are being implemented as designed and partner data collection approaches are being implemented in the field at sufficient rigor to assess results where necessary.
- Analyze data and synthesize research findings into succinct reporting.
- Liaise and collaborate with Field Team Leader to address missing or incomplete information.
- Report to the Field Team Leader on a regular basis by providing a weekly activity report as required.
- Work with data platforms, databases, and select technologies to capture and organize data.
Qualifications:
- Master’s degree in social sciences, international development, economics, or other fields closely related to MEL required.
- Minimum six years of experience in international development with minimum three years of concentrated experience in applied data collection, such as research or MEL data collection, required.
- Experience with USG-funded development programs and MEL systems for USG-funded programs is required.
- Familiarity with donor-funded programming in Ukraine is required.
- Strong background in MEL processes and knowledge of MEL tools required.
- Strong written and spoken English is required. Proficiency in Ukrainian is highly desirable.
