The Monitoring and Evaluation (M&E) Specialist, in conjunction with the Third-Party Monitoring (TPM) technical team, will be responsible for managing the monitoring and verification (M&V) activities of multiple international development and humanitarian USAID-funded projects in Afghanistan. The M&E Specialist will also be responsible for liaising with the local data collection partners in coordinating site visits, maintaining an issue log, and oversee other aspects of field data collection. The M&E Specialist will be involved in providing cross-functional support to team members working across multiple assignments. This is a full-time position. The Specialist must reside in Afghanistan and have the ability to work remotely with limited travel within Afghanistan.
Responsibilities:
- Liaise and coordinate with the local data collection partners to ensure that monitoring site visits are conducted smoothly, and issues are communicated in a timely and organized manner.
- Manage third party monitoring of multiple development and humanitarian projects including data collection, processing, analysis, and reporting.
- Train and supervise STTA M&E Specialists, Field Monitors, and local sub-contractor’s staff on M&V techniques/protocols.
- Assist in development and management of data management processes.
- Oversee and/or participating in site visits validations as necessary to capture and analyze data in a timely and accurate manner.
- Develop data collection tools and protocols.
- Manage the implementation of a multi-pronged data quality assurance and control approach and work with the project team to improve the approach regularly.
- Perform other tasks as designated by senior management.
Qualifications:
- Bachelor’s degree required, preferably in international relations, economics, statistics, public policy, research method, program assessment, business management, or another relevant field.
- Minimum three years of relevant experience required.
- Experience conducting monitoring in a development or humanitarian context.
- Strong report writing and technical skills including coordination, design of monitoring tools, data collection, data analysis, and reporting required.
- Professional written and spoken fluency in English, Pashto, and Dari is required.
