Company Description
The Agri-Business Facility for Africa (ABF) project is commissioned by the German Federal Ministry for Economic Development and Cooperation (BMZ), co-funded by the EU under the post-Cotonou agreement with the Organization of African, Caribbean and Pacific States (OACPS) and implemented by GIZ. Together with its partner project GIZ MOVE ComCashew, it operationalizes component 1 of EU’s framework program for support to African, Caribbean and Pacific (ACP) agriculture value chain development.
The aim of this Joint Action is to develop and enhance the capacities of actors along ACP agricultural value chains to attract finance and investment, in particular towards low-emission and climate resilient practices and value chains. ABF is focusing on the maize, cassava, livestock (cattle, sheep, goat) and cocoa value chains.
ABF is focusing on three main areas of intervention:
- Skills for agribusiness: Successful agribusiness training approaches and tools are scaled up through self-paced e-learning offers and blended learning.
- The Matching Grant Fund (MGF): The competitive MGF is designed to maximize outreach across countries and value chains, foster excellence, and ownership, and to mobilize additional resources for implementation. The MGF will support the upgrading of the targeted value chains for competitiveness and resilience with regard to climate change and markets.
- South-South exchange: The experiences and achievements of the first two areas will be set in value via various formats fostering learning and cooperation between countries.
Job description
This is an opportunity for experienced M&E experts to set-up a multi-country M&E system and get it functioning with all its aspects: data collection, analysis, information storage, making use of M&E results as well as anchoring the system and its processes!
The proposed M&E officer for the Agri-Business Facilty for Africa will be responsible to handle monitoring and evaluation, to secure an objective look on impacts reached by the project. He/She will ensure compliance with GIZ standard procedures for follow-up and evaluations as well as with applicable EU rules and regulations on reporting, monitoring and evaluation.
He/She will be integrated into the existing GIZ project team.
The M&E Officer will work on the:
- Establishment of a results-based, integrated monitoring and evaluation system, in line with the GIZ projects (ABF, MOVE) M&E systems.
- Expansion of the M&E system to capture respective indicators of the BMZ and the EU.
- Monitoring of results from the MGF and sharing of the results to partners online.
- Provision of M&E related inputs to the reports to commissioning parties.
- Implementation of workshops and learning sessions concerning the M&E of the project.
- Preparation and implementation of an impact evaluation of the Joint Action in cooperation with the MOVE M&E Team.
- Capacity development of M&E staff or partner organizations.
Qualifications
- At least a University Degree (master’s or diploma after 4 years of study) in Economics, Statistics, Agroeconomics, Agronomy or any relevant field;
- At least 5 years of general professional experience in the agricultural or statistics sector;
- At least 5 years of specific professional experience in Monitoring & Evaluation of projects activities, academic research or similar;
- At least 1 year of training or work experience in Africa (region);
- At least 3 years of experience working in Development cooperation projects;
- Fluency in both written and spoken English (C1) and French (C1);
- Following soft skills are required: Team skills, Initiative, Communication skills, Social and intercultural skills, Efficient partner- and client-focused working methods, Interdisciplinary thinking.
