The Midterm Evaluation Lead Consultant position for the PIRCOM midterm evaluation in Social and Behavioral Change (SBC) will have the responsibility of leading the evaluation, leveraging the in-depth knowledge of SBC, and proficiency in evaluation methodologies. This is a short-term position, with travel as needed. The expected level of effort is 45 days during the period September to December 2023.
Responsibilities:
- Review background documents of key activities (i.e., quarterly reports, success stories, evaluations) relevant to USAID and external knowledge products and reports, to include the final evaluation of PIRCOM social and behavior change communication (SBCC) Activity Saúde pela Fé.
- Review the evaluation statement of work that will include detailed methodology, data collection tools, data collectors’ training material, itinerary of fieldwork.
- Manage a collaborative team to conduct fieldwork in three provinces out of the five covered by the project.
- Perform quantitative surveys, conduct on-site observations and engaging in insightful key informant interviews (KII).
- Conduct focus group discussions (FGD).
- Submit daily data collection progress reports.
- Develop and present to MozMEL the Findings, Conclusions and Recommendations (FCR).
- Draft a comprehensive evaluation report for review by USAID.
- Revise the report based on USAID feedback.
- Present key findings and recommendations to stakeholders.
Qualifications:
- Master’s degree in social sciences or a related field is required.
- Minimum 10 years of experience specifically in SBCC is required.
- Experience in leading evaluations, especially midterm evaluations of development projects, which includes designing evaluation frameworks, data collection tools, and analyzing both quantitative and qualitative data is required.
- Experience in a variety of research methodologies, including desk reviews, quantitative surveys, qualitative interviews, focus group discussions, and field observations is required.
- Experience in leading evaluations, in similar contexts or within Mozambique is preferred.
- Experience in faith-based SBCC for health is preferred.
- Strong background and expertise in social and behavioral change, public health, development, or a related field is required.
- Strong communication skills to prepare clear and concise reports, presenting findings to diverse audiences, and facilitating discussions during focus group discussions and interviews is required.
- Fluency in English is required. Working knowledge of Portuguese is preferred.
