Black Sea Trust (BST) Evaluation, Georgia

Project Objective:
Social Impact has been asked to conduct a final performance evaluation of the Black Sea Trust for Regional Cooperation (BST). The BST was established in 2007 as a 10-year grantmaking initiative to promote regional cooperation, civil society, and democratic foundations in the wider Black Sea Region. BST was established with initial contributions from the German Marshal Fund (GMF) of the United States, the Charles Stewart Mott Foundation, the Ministry of Defense of Latvia, the Government of Romania and USAID. Operating from GMF’s Bucharest office, BST awards small grants to local organizations in Armenia, Azerbaijan, Bulgaria, Georgia, Moldova, Romania, Russia, Turkey, and Ukraine. The overall goals of BST are: 1) Building trust in and strengthening the performance of democratic institutions; 2) Improving citizen participation in the democratic process, and; 3) Fostering regional networks and cross-border cooperation. The Trust seeks to achieve these goals through three primary objectives: 1) Promoting civic participation; 2) Enhancing cross-border initiatives, and; 3) Improving eastern linkages.
The primary purposes of the evaluation are to: 1) assess the performance of BST grantmaking in achieving the core objectives of the agreement and to strengthen the BST’s monitoring capacity; 2) assess BST’s complementarity to mission bilateral programming and the comparative advantages of BST support over other grantmaking initiatives; and 3) assess the extent to which BST has promoted long term organizational sustainability and financial diversification. The results of the evaluation will inform the specific activities of a new award to GMF, issued by USAID in September 2018 to continue and expand on the previous work of BST in the region.
The estimated period of performance for this evaluation will be between January 2019 and February 2019. The expected start date is mid-January 2019 and we anticipate this position will require roughly 9 days of LOE, with the majority of the time spent directly before and during the fieldwork period, February 1-5, 2019. This is a part-time position reporting to the U.S.-based SI Project Manager, working closely with the SI management team, as well as three or more other evaluation team members with DRG and M&E expertise.

Responsibilities:
- Make, coordinate and confirm appointments for meetings, interviews, focus group discussions, etc. for the team.
- Maintain and update the meeting schedule
- Make logistical arrangements for in-country hotel accommodations, ground transportation, focus group discussions, etc.
- Run small errands as needed (e.g., photocopy, purchase SIM cards/minutes or cell phones, etc.).
- Meet evaluation team members at airport, if needed and requested.
- Carry out other logistical tasks as requested by the Team Leader.
Qualifications:
- Fluency in Georgian and Russian
- Available to support for 9 days LOE total, including 4 days of logistical services February 1, 3, 4, and 5 for the team while in-country. Remaining 5 days can be used for preparations scheduling meetings, arranging transportation, etc. and a review of project background.
- Minimum of a Bachelor’s degree.
- Excellent organizational and coordination skills (e.g. arranging flight/hotel reservations, meeting schedules, transportation, and purchasing supplies) required.
- Excellent English writing skills.
- Available to start work immediately and support the between November-January as needed, with most of the work taking place in January during field work.
- Home location in Tbilisi
- Proficiency with MS Office Suite programs required
