The Program Manager is a member of RI’s dynamic rapid deployment team, deployed from his or her home base, typically for 1-4 months. Under the guidance of the team leader, the program manager will set up a new program, a new country office, or fill a gap between two program managers.
S/he is responsible for providing a wide range of programmatic support throughout the program lifecycle, including program design and developing new proposals, donor engagement, program deliverables, as well as surge capacity for emergency response as needed.
This position involves significant amounts of travel (approx. 2-3 months at a time) When not on assignment, s/he will support country offices, assist with award management, assist with strategic initiatives supporting program quality, similar to the role of other headquarters-based staff.
Essential Responsibilities and Duties
Program Development Tasks (approx. 60% while on assignment)
- Develop capture plans and conduct competitive analysis on upcoming priority proposals and proactively identify new program opportunities;
- Engage in needs assessment for project proposals as necessary;
- Play a leading role in program design, for solicited and unsolicited programs, and for pilot and full scale programs;
- Manage/coordinate the preparation of funding proposals, including proposal writing and costing efforts.
- Support effective go/no-go decisions (including the preparation of go/no-go memos for decision-making) and cost share analysis;
- Ensure review process and submission is completed, within submission deadlines.
- Research and evaluate potential local and international partners (e.g., due diligence processes) for proposal opportunities; and,
- Serve as surge program development support to country and regional offices and emergency response.
Program Support Tasks (approx. 40% while on assignment).
- Support the development and monitoring of project timelines, budgets, objectives, and deliverables;
- Communicate with donors on program-related issues; prepare progress reports, situation reports, briefing notes as needed,
- Help country and regional offices troubleshoot, prepare work plans and other programmatic deliverables, and provide surge support for project management;
- Liaise with other RI departments, such as TAD, finance, GCU, HR, etc.;
- Provide programmatic surge support for emergency response; and,
- Supervise programs staff, consultants, etc., as needed.
When not on overseas assignments:
- Facilitate the work of one or more RI working groups, preparing materials and strengthening our training related to Partnership and/or Participation (Accountability to Communities)
- Support country offices to use specific tools and processes designed to promote program quality, in close collaboration with regional and global staff.
- Grant management backstopping, working closely with Regional offices and coordinating between global grants and contracts unit and country teams.
- Track trends in grant management/compliance across the global portfolio and sharing relevant lessons learned.
- Bachelor’s degree –International Relations or related field
- Master’s degree preferred
- Demonstrated successful experience implementing and/or supporting international relief and development programs
- Superior writing and editing skills
- Strong representational skills, expertise in donor relations
- Strong computer skills and experience with Microsoft Office applications, especially Word, Excel and Outlook
- Demonstrated ability to ensure compliance of proposals to donor requirements.
- Experience of managing and working with local partners.
