PRIMARY FUNCTION/PURPOSE:
The Human Resources Manager will provide leadership in the design and development of human resources programs that will have strong and positive impact in the areas of compensation, staff training & development, employee engagement and relations and benefits administration –both internationally and domestically. Lead staff engagement and morale activities that improve employee life-cycle experience and tenure. Build efficient processes and systems in support of general HR functions including staff surveys, annual performance management process, new hire orientation, onboarding, and immersion programs, policy development and interpretation, and budgeting.
MAJOR DUTIES AND RESPONSIBILITIES:
- Provides day-to-day direction in all aspects of human resources, including supervision of human resources business partners.
- Assumes responsibility for development of organizational guidelines, policies and procedures on domestic and expatriate issues.
- Serves as the designated expert on the interpretation of human resource policies issues for expatriates.
- Leads the development and implementation of domestic and international human resource programs with a concentration on host-country labor law and legal issues.
- Maintains involvement with field locations to develop policies, processes and procedures, and oversight of employee relations issues.
- Develops and maintains organizational communications plans to ensure employees have knowledge of HR-related events and resources.
- Support project management efforts and strategic HR initiatives. Utilize reports and analyses from HRIS resources to proactively identify trends or issues, conduct root cause analysis, and suggest corrective action.
- Address opportunities for process improvements and influencing change.
- Advises and guides managers and employees on employment relation matters.
- Assesses organization-wide developmental needs to drive organizational initiatives.
- Training and Development – Plan, develop, and facilitate employee training using knowledge of the effectiveness of different training methods. Conducts follow-up studies of all completed training to evaluate and measure results.
- Contributes to review of all internal HR training materials. Identifies and arranges suitable training solutions for employees. Curate online training material to be communicated to staff regarding online learning options.
- Manage performance management review cycles to include scheduling, communication, guidance and training.
- Training and Development – Plan, develop, and facilitate employee training using knowledge of the effectiveness of different training methods.
- Performance management and Learning – Manage the process of the employee performance review cycle including Annual and Mid-Year review including training, managing of performance review and learning management system.
- Act as the main point of contact on all HR-related matters, including compensation, employee retention and development issues/action. Advise and guide managers and employees on employment matters such as performance issues, employee relations, coaching, etc.
- Respond to state and federal agencies regulations and requirements. Ensure that HR is legally in compliance and provide counsel, to appropriately address disciplinary issues and/or action, as needed.
- Strategic Thinking/Research & Analysis, Organizational Development – Support project management efforts in support of strategic initiatives. Utilize reports and analyses from HRIS resources to proactively identify trends or issues, conduct root cause analysis, and suggest corrective action. Address opportunities for process improvements and influencing change.
- Leads process implementation – Responsible for ownership of HR programs across business units and regions. Works on significant and unique assignments of diverse and complex scope – planning and direction setting with diverse and multiple stakeholders.
- Maintain and update existing policies, practices and procedures. Work with the HR team on benefits, policies & procedures, compensation & reward, etc.
- Assist with any corporate-wide HR information requisitions, initiatives, or projects.

POSITION SCOPE: Manage and/or perform technical or complex work, requiring ingenuity and capacity to evaluate and respond to new and changing issues. Contribute to the design and development of Human Resources programs that will have strong and positive impact in the areas of compensation, staff training & development, employee engagement and relations. Provide supervision to junior staff on IFES systems and procedures, quality of work, and skill building. Performance and outcomes are subject to senior management oversight.
DECISION MAKING/PROBLEM SOLVING: Complex decision-making requiring in-depth analysis and consensus-building, subject to management review. Consult with stakeholders within and outside the organization; identify, propose and build consensus around best solutions. Authority to take actions on employee relations, and actions related to Human Resources.
FISCAL RESPONSIBILITY: Assist with department budget development, authority to approve department expenses and invoices. Authority to investigate, negotiate, and recommend purchases of materials, equipment and logistical arrangements.
RELATIONSHIPS: Maintain collaborative working relationship with team members and other staff within the Programs Division. Partnerships require a high degree of diplomacy and judgment, with ability to address conflicts or difficulties in a constructive manner.
SUPERVISION EXERCISED: Supervise, monitor and coordinate the work of entry level and professional staff to ensure the achievement of program goals.

POSITION REQUIREMENTS:
Education: Bachelor’s degree in Human Resources, Business Administration, or related field. HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP) is desired.
Experience: Minimum of 10 years of overall work experience with Human Resources in a fast-pace environment required. Strong knowledge of employment law and HR best practices Experience in an international NGO context highly desired.
Related Skills or Knowledge: Ability to comprehend, analyze and interpret business documents in varying circumstances, effectively provide solutions to varying unique challenges and respond to sensitive issues, complex inquiries or complaints. High degree of attention to detail and excellent organization skills; proficient at handling high volumes of work and multi-tasking; high degree of integrity and ability to maintain confidentiality. Strong written and verbal communication skills and Proficiency with Microsoft Office and Excel required.
LANGUAGE SKILLS: English required.
TRAVEL: 15% – 25% travel for site visits, networking, career fairs, and training.
