Description
The Health Systems Strengthening (HSS) Advisor will be responsible for providing technical leadership and strategic direction to ensure the successful implementation of health systems strengthening activities. The HSS Advisor will provide leadership, strategic design and direction to enhance the effectiveness of, efficiency, and sustainability of health systems. Key responsibilities include:
RESPONSIBILITIES
- Lead the design and implementation of HSS strategies that enhance the delivery of high-quality and integrated public health services at the local level.
- Collaborate with health authorities, facility managers, and other stakeholders to develop and implement evidence-based interventions aimed at strengthening health systems.
- Proven technical expertise in one or more focus area for this project (HIS, supply chain management, networks of care, HSS capacity building).
- Develop and deliver capacity-building initiatives to improve capacity of Ministry of Health, Provincial Health Offices, districts, and local partners, including private sector, to supervise and offer high-quality health services.
- Design and direct implementation of initiatives to: 1. support routine monitoring, reporting, data quality, and data use at health facilities and community 2. Improved commodity security and availability for reproductive, FP, maternal, neonatal, child health, nutrition, immunization, and malaria services in close collaboration with MOH and other projects.
- Lead or support staff working to strengthen networks of care between the community and health facilities level and improve health outcomes.
- Work with MOH and private sector partners to revise systems to improve access to safe blood for transfusion and surgery.
- Supervise other HSS specialists including those in supply chain management and and health information systems.
- Monitor and evaluate the effectiveness of HSS interventions, ensuring that activities are evidence-based, contextually relevant, and aligned with global best practices.
- Foster strong partnerships with the Ministry of Health, civil society organizations, private sector partners, USAID and other donors to promote coordination and collaboration.
- Prepare and deliver high-quality reports, technical documents, and presentations to the MOH, other stakeholders and USAID.
QUALIFICATIONS
- Bachelor’s degree in systems engineering or medicine, or Master’s or higher degree in public health, management or a related field.
- Minimum of seven years of relevant health systems strengthening experience and at least three working with USAID or other USG or donor-funded health programs.
- Demonstrated experience in health systems improvement; and program development.
- Proven technical expertise in leading diverse teams in similar programs in Burundi.
- Professional experience interacting with Burundian government institutions, international donor organizations, civil society, and private sector partners.
- Excellent interpersonal, writing, and French language oral presentation skills.
Preferred:
- Experience working outside of Burundi in similar contexts.
- Experience working on safe blood systems
- Professional fluency in both English and French.
