The Asia Resilient Cities (ARC) Project is a five-year cooperative agreement funded by the U.S. Agency for International Development (USAID) and implemented by JSI Research & Training Institute, Inc. (JSI), with partners DevTech Systems, Inc., BRAC, and ICF. Over the course of five years, ARC will address cross-cutting urban development challenges in select cities in Asia by promoting sustainable urban growth; supporting resilient, low-carbon urban infrastructure; and integrating climate change and environmentally-conscious approaches.
The ARC Finance & Operations Manager will support the ARC City Project Manager and the ARC city team across activities. This position reports to the ARC City Project Manager and senior staff of the lead partner organization in Kyrgyz Republic. This position is full-time and is based in Bishkek. The hiring organization for this position is JSI.

• The ARC Finance & Operations Manager is responsible set up and maintain the JSI financial accounts and administrative systems for the ARC city team as they work to implement the project.
• Specific responsibilities include:
• Ensure that all project expenditures are in compliance with JSI policies and procedures and USAID rules and regulations related to finance, administration, operations, and personnel and are supported by accurate and complete documentation;
• Serve as focal point for JSI-related financial queries, coordinating all correspondence from JSI/DC regarding wiring of cash, payments, financial reporting and related matters;
• Review and track program budget(s), monitor expenditures and help prepare financial reports for senior management and USAID;
• Prepare internal control checklist and ensure that cash movements, and expenditures follow the proper protocols;
• Prepare expenditure projections in collaboration with the ARC Finance & Operations Director and place timely cash flow requests to Headquarters;
• Supervise the preparation of payroll and tax payment for staff on a monthly basis;
• Review petty cash request form and approves for disbursement;
• Collaborate and coordinate with JSI Branch Office Accountant on all government reporting;
• Conduct monthly reconciliation and review monthly Quickbooks reports and ensure timely and accurate submission of electronic databases and hard copy vouchers to JSI/DC;
• Follow up financial transactions with banks, outside agencies and vendors;
• Review and reconcile travel advances and travel expense report for staff ensuring appropriate documentation;
• Support recruitments activities and hiring process of staff including interviews, reference checks, and salary offers;
• Coordinate employees’ performance management, assessment and improvement initiatives;
• Ensure compliance with the requirements of JSI Operational and Employment Staff Manuals;
• Maintain an up-to-date knowledge of government laws and regulations as they relate to labor, taxation, immigration and any other legal requirements that impact the HR function;
• Ensure proper contractual and financial management of project partners and vendors;
• Update written policies and procedures as needed to address evolving project needs;
• Ensure signatory policy is followed;
• Support operations and administration systems for the office as needed, including procurement, human resources, fleet management, office space, equipment maintenance, IT systems management, and office security management;
• Any other assignments given by supervisor.

• Bachelor’s degree in business, accounting or related field;
• Minimum of five years of experience working in accounting/financial/administrative management on USAID-funded projects and/or International NGO;
• Knowledge of USAID rules and regulations preferred;
• Quickbooks knowledge a plus;
• Demonstrated proficiency using MSWord and Excel;
• Ability to work independently and manage multiple tasks with minimum supervision
• Excellent oral and written English communication skills;
• Demonstrated ability to conduct multiple concurrent tasks, meet tight deadlines, and pay close attention to detail;
• Ability and willingness to travel with ARC team within the city;
• Strong initiative and self-motivation required, with a commitment to teamwork and effectiveness within a multicultural, collaborative team.
