Australian Regional Trade for Development (RT4D)
The Australian Regional Trade for Development (RT4D) Facility is a $38 million Australian Government initiative that will support effective implementation of the ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA) and the Regional Comprehensive Economic Partnership (RCEP) to secure predictable, transparent, and market-based frameworks for regional trade and investment. RT4D will provide support to regional (e.g. FTA Joint Committees (FJCs), the ASEAN Secretariat) and national partners (e.g. Cambodia, Laos, Myanmar and Vietnam), while facilitating Australia’s diplomatic goals. FTA implementation is occurring within a context of shifting geostrategic relationships and the ongoing impacts of COVID-19. With both the RCEP and an upgraded Agreement Establishing the AANZFTA coming into force in 2022, RT4D commences in a period of regional political and economic change, recalibration of national trade agendas, and uncertainty of the global power balance.
The RT4D Facility delivers the technical and operational services required for program delivery over six (6) years, subject to an independent evaluation in year 3 of implementation. The development assistance may be extended for a further four years. The RT4D Facility comprises a Shared Services Implementation Unit (SSIU) that delivers Core Services and Technical Services and Operational Services. The Facility supports the RT4D to meet its objectives by providing the RT4D with responsive, coordinated, flexible and efficient technical expertise and program management support.
The Facility has a multi-country presence comprising of:
- A head office located in Jakarta, co-located with the ASEAN Secretariat, and
- Satellite presences in Hanoi, Phnom Penh and Vientiane.
RT4D also includes a A$5 million Trade and Gender Equality Incubator (TGEI).
The RT4D may receive additional funding from DFAT and the New Zealand Ministry of Foreign Affairs and Trade (MFAT) during implementation.
Key responsibilities
- Support the Operations Lead to ensure financial system and procedures are implemented in accordance with the RT4D Operations Manual
- Prepare and submit weekly fund requests to Tetra Tech; record incoming payments and outgoing disbursements; enter records into the Quickbooks accounting system; deposit contributions in the bank; reconcile all accounts in Jakarta
- Provide support to Facility Team Members on administration, logistical and financial matters, as required
- Assist the Operations Lead in managing the procurement of goods and services
- Assist other Facility team members with the logistical arrangements for and coordination of events, workshops and other activities
Selection criteria
- Bachelor’s degree in accounting, business, public administration or other related fields
- Minimum 3 years relevant professional experience in managing finances and procurement (prepare budgets, monitor budget versus actuals, administer petty cash and bank transactions) in international development programs
- Minimum 3 years’ experience in administration/logistics roles, including organising high level meetings and workshops/events with government officials
- Experience working in DFAT-funded programs is desirable
- Comprehensive computer skills, including Microsoft Word, Excel, Office 365, Outlook and PowerPoint
- Practical knowledge in using accounting software (including Quickbooks) is desirable
