Social protection systems help people, particularly the poor and vulnerable, cope with crises and shocks, find jobs, invest in the health and education of their children, and protect the aging population. Social protection programs are at the heart of boosting human capital and empowering people to be healthy, pursue their education, and seek opportunity to lift themselves and their families out of poverty.
As one of the main development partners, the World Bank (WB) supports the governments in strengthening their social protection and labor policy, systems, and programs, with delivery systems focused projects accounting for more than half of the SPJ portfolio. These engagements result in rich and diverse experience to generate and advance the knowledge on various issues across the globe.
The Delivery Systems Global Solutions Group (GSG) was launched as a “start-up” in June 2015, providing the opportunity to systematize and connect decades of experience and engagement by the World Bank in these areas. With over 200 affiliated members in the World Bank, the SPJ Delivery Systems GSG seeks to generate and connect global knowledge on effective design and implementation of SPJ Delivery Systems, building on, and supporting, “live case” experiences and innovations in countries around the world. More specifically, the GSG seeks to help countries strengthen the building blocks of SPJ Delivery systems such that they are more efficient, dynamic, and integrated. The WB social protection portfolio has grown significantly over the past years and delivery systems is an increasingly important component of World Bank support to countries.
Duties and Accountabilities
Activities related to delivery systems absorb a large share of SPJ’s operational and analytical work. The community of staff and task teams working on those themes are supported by GSG in terms of:
• corporate and strategic guidance.
• community building;
• country engagement; and
• knowledge sharing and management.
The Delivery Systems GSG is seeking an Extended Term Consultant to work as a Social Protection Analyst to help on those objectives.
The ETC will report to the Practice Manager in the SPJ Global team Global Lead for the Delivery Systems GSG. S/he will be a core member as an integral part of the Delivery Systems GSG Global Engagement team. Social Protection Analyst (or Research Analyst) performs a variety of research and analytical tasks requiring independent initiative, while under the guidance of task team leaders or other team members.
Specifically, the ETC would undertake the following activities:
[1] Contribute to the SP Delivery systems knowledge generation and sharing activities, with a focus on priority topic areas such as:
(a) Assessing countries delivery systems development
(b) Stock-taking of social registry coverages and institutional arrangement
(c) Supporting the roll-out, refinement and dissemination of the GSG knowledge products
[2] Conduct quantitative and qualitative analysis, including:
(a) set up and maintenance of databases on delivery operation documents and knowledge,
(b) literature reviews,
(c) lessons-learned briefs,
(d) portfolio and operational reviews, and
(e) other activities are required.
[3] Support formulating responses to requests for corporate briefings and priorities as they relate to knowledge and operations in delivery matters.
[4] Support development and execution of learning events, including core courses, learning forums, and other initiatives for staff, clients and/or partners;
[5] Support facilitating formal and informal on-demand community-building initiatives and clinics that help GSG members connect and share knowledge and practices.
The ETC will be based at the WB Headquarters in Washington DC.
Selection Criteria
• Education – At least master’s degree in economics, social science, public policy, international development studies, or other related disciplines.
• Minimum of 2 years of relevant professional experience, or equivalent combination of education experience.
• Skills Experience – At least 3 years of professional working experience in research and analysis, in the areas of social protection and jobs and human development, particularly social protection delivery systems. Experience on digital tools and basic understanding of program languages would be a plus.
• Strong conceptual skills – both quantitative and qualitative. Ability to rapidly absorb and synthesize large volumes of literatures and resources, distilling the main findings/messages. Excellent command in statistics applications (ex. excel, Stata, SPSS).
• Teamwork – Demonstrated success working in teams, willingness to learn new skills, and ability to work proactively within large, decentralized institutions.
• Communication and Client Relations – Ability to prepare succinct narratives based on the analysis; excellent interpersonal skills as well as high quality written and oral communication skills in English, including the presentation of analysis. Good track record in sharing information with colleagues, clients, and managers in performing their job.
• Language: Fluency and good writing skills in English. A command in other languages is a plus.
