Project/activity name: Global Platform of the Food Systems, Land Use and
Restoration Impact Program (FOLUR IP)
Background: Agriculture is an essential pathway to meeting the
World Bank Group’s (WBG) twin goals—eliminating extreme poverty by 2030 and
promoting shared prosperity. Food production must increase by at least 35
percent to meet the needs of the rising global population. This task becomes
even more challenging considering that the largest impact of climate change
will be on Agriculture. Yet, agriculture is also a major contributor to
climate change. Improving resilience while reducing agriculture’s environmental
footprint is an integral part of any strategy to sustainably improve food
production and boost shared prosperity. Meeting today’s challenges on the food
and agriculture agenda will require major strides in agricultural innovation
and climate smart agriculture, efficiency in food production and distribution
systems, promoting environmentally and socially sustainable production
practices to reduce the impact on natural habitats while proactively restoring
degraded landscapes, strengthening agricultural policy and institutions,
promoting more efficient and green agribusiness value chains, and joint
private- and public- sector action.
The Agriculture and Food Global Practice works with and across multiple
sectors, in recognition of the fact that Agriculture’s outcomes often depend on
actions that lie outside the Practice and agriculture’s outcomes often directly
impact the outcomes other GP’s seek to achieve, such as on the environment,
jobs and health. Environmental losses created by food production systems often
have root causes based in global commodity supply chains, unsustainable
practices, misaligned incentives and subsidies, consumer demand, and a range of
governance issues, including management capacity, planning, institutional
mandates, and inclusiveness and rights. Misaligned incentives arise because
ecosystem services are generally under-valued, and markets do not naturally
incentivize sustainable practices or ensure resilient landscapes. Moving land
use management approaches and agricultural production practices toward
sustainability is an essential part of climate change adaptation. Both the
private sector and public sector need to be engaged in addressing these
sustainability challenges.
The Food Systems, Land Use and Restoration (FOLUR) Impact Program (IP),
financed under by the Global Environment Facility (GEF) under GEF-7, is
designed to respond to these challenges and seeks to promote sustainable
integrated landscapes and efficient food value chains at scale. The FOLUR IP
aims to encourage transformation to more environmentally sustainable production
practices and more resilient landscapes. The FOLUR IP has two main elements – a
Global Knowledge to Action Platform and 27 Country Projects (CPs) – designed to
tackle the dual challenges of achieving a global food system built on
sustainable land use practices and productive, resilient landscapes, using both
top-down and bottom up strategies.
The Agriculture and Food Global Practice is co-leading (with the Environment
and Natural Resources GP) FOLUR through the Global Platform Project, which
supports integration and scales up the impacts of Country Child Projects
(funded through separate, individual grants from the GEF to a total of $400
million) to achieve transformative change in the Global Food System. The FOLUR
program is expected to be implemented over a 7-year period. The Global Platform
(GP), working with the Country Projects offers capacity building, technical
assistance, policy engagement, resource mobilization, and knowledge exchange
that help to address the defined needs for: more concerted collective action;
more coordinated and integrated interventions; scaled up investment with a
faster pace and greater impact; the need for policy harmonization and subsidy
repurposing; financial innovation and leverage; and knowledge exchange,
communication and outreach to existing and new stakeholders.
The Global Platform will work in close collaboration with the 27 CPs, which are
managed in concert with eight GEF Implementing Agencies (IAs): Conservation
International (CI), United Nations Food and Agriculture Organization (FAO),
International Fund for Agricultural Development (IFAD), United Nations
Development Programme (UNDP), UN Environment Programme (UNEP), United Nations
Industrial Development Organization (UNIDO), World Bank (WB), and World
Wildlife Fund (WWF-US). These are managed and financed separately from the
Global Platform, the components of which are described further below in section
II, and in a Program Framework Document (PFD) approved by the GEF Council in
June 2019. The participating countries have devoted GEF resources and
co-financing to participate in the IP.
The Global Platform was approved in September 2020 and the World Bank is
focused on implementation, expanding consultations with key partners, providing
advice and guidance to the country child projects in preparation, developing
and disseminating guidance on gender programming, establishing a strong
foundation for monitoring, evaluation and reporting, and developing an
integrated workplan for priority activities to ensure coordination across
pillars of the GP and sound relations and liaison among the partner agencies
and between the Global Platform and the Country Projects. For this purpose, the
World Bank is now seeking the services of an international Extended Term
Consultant (ETC) to serve as Deputy Project Coordinator, Training Coordinator,
and M&E Specialist.
The objective of the consultancy is to provide technical, coordination, and
advisory inputs to advance the implementation of the FOLUR Global
Platform.
Scope of Work / Duties:
Working with the TTLs and Core Team on a prioritized
basis, the ETC’s responsibilities will include the following:
Work Planning & Reporting Coordination:
* Coordinate development of the annual report of accomplishments / results, with
inputs from team members and partners
* Coordinate development of the annual work plan, in consultation with team
members and partners
Support the TTLs with day-to-day:
– Partner Coordination & Convening, GEF Liaison & Reporting
– Workplan development and priority setting;
– Coordinating activities of the core team, the budget, schedule of events,
briefings, regular meetings, reporting
* Track performance of sub-contracted partners, devise approaches to ensure
quality and timely implementation, and develop related guidance for partners
(best practice + efficiency)
* Oversee technical consultants and database STCs
* Provide regular input to website, newsletter, and other outreach materials
M&E Function:
* Design, set up, and operate the M&E System in coordination with CP M&E
Specialists
* Provide capacity building and TA to ensure standardized and efficient data
collection, analysis, presentation and reporting across CPs to ensure timely,
uniform results reporting
* Support work plan / assessment process with evidence to improve accountability
among Pillars, IAs, and CPs
* Compile results, impacts and success stories to contribute to the Annual Report
* Develop and implement a system for verifying internal consistency and validity
of CP data
Training & TA Coordinator:
* Consolidate Pillar A priorities into a coherent program of mutually reinforcing
activities by the several Core Partners.
* Monitor implementation of activities and harvest results and lessons for annual
reporting / work planning cycle
* Set up systems for scheduling & tracking training product delivery through
partners Regularly assess training & TA needs among CPs
* Coordinate design & deployment of training products & TA visits (with
Core Partners)
* Oversee safeguards review process, identification of capacity needs & tools
* Contribute to design of financial leverage discussion / instruments
* Oversee gender specialist (STC) and gender program of activities (function
described below)
* Regular contributions to website, newsletter, annual report
Reporting, Finance and Administration
The consultant will report to the Co Task Team Leaders of the FOLUR Global
Platform Project and work closely with other members of the FOLUR Core Team.
Contract Days Allocation: ETC positions are for full time work with
the World Bank. The initial contract would be for one year, with the
possibility of renewal depending on performance. Compensation and benefits to
be discussed.
Charge code: Global Platform project code.
The World Bank will supply the materials and background documents needed to
complete the work. The World Bank will support any needed travel associated
with the work (though this is on hold until further notice during the COVID
period).
Timeline and location: March 30, 2021 to March 29, 2022 at the
World Bank HQ in Washington D.C.
Selection Criteria
* Advanced degree in relevant environmental management, climate change, agricultural or social science discipline.
* At least 8 years of relevant work experience at increasingly responsible levels in related fields with international organizations and development projects.
* Excellent writing and communication skills and ability to work effectively in multi-disciplinary teams
* Demonstrated experience and skills in coordinating multi-donor programs, and in designing, implementing, and evaluating environment, landscape, agriculture and climate related projects, investments, and policies.
* Demonstrated understanding and experience in WB and GEF policies, procedures, monitoring and evaluation standards, social and environmental safeguards, as well as gender and knowledge management best practices.
* Demonstrated experience and skills in provision of development technical assistance and training, M&E mechanisms and Knowledge Management platforms.
* Excellent teamwork and interpersonal skills in a multi-cultural, interdisciplinary, high performance environment
* Expertise in technical advice and guidance on innovative financing approaches and mechanisms, including de-risking approaches, is desirable.
* Fluency in written and spoken English is required. In addition, fluency in one or more of Chinese, French, Portuguese, Russian, or Spanish would be desirable.
This
internal requisition is open to WBG and IMF staff only (including short-term
and extended term consultants/ temporaries). External candidates are

Note: The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
