ITS Vice Presidency Context:
Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.
Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.
ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.
Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.
The Enterprise Authentication Services Team is anchored in the Enterprise Services (ITSEN) division in ITS. The primary programs that the ITSEN unit is responsible for is providing a wide range of technical infrastructure services to meet the institution’s computing needs, including servers, network, supporting software on those platforms, and middleware technologies. It provides engineering, system integration, Identity and Access Management and system administration services.
The department is looking for a dynamic and highly motivated project management IT officer to join the Identity and Access Management team. This is an exciting opportunity to join a team of highly skilled, diverse, and technical professionals and contribute to the department priorities. The position will be based in Washington DC.
Roles & Responsibilities:
•Lead the QA environment and addresses any issues that may affect the schedule or quality of the product or the testing process.
•Work with the application development team to resolve any issues that arise out of the testing process.
•Develops, documents, and maintains business requirement documentation (BRD), User guides and Requirement Traceability Matrix required for Identity Access Management (IAM) program.
•Review functional and design specifications to ensure full understanding of individual deliverables.
•Develop and help the team to document test plans and create/update test cases based on functional/technical specifications.
•Perform functional and regression testing in an SDLC environment.
•Identify and track bugs using bug tracking and management tools such as AzureDev Ops.
•Participate in Scrum Meeting- Sprint Planning, Sprint retrospective and Daily StandUp, act as a liaison between the development and QA team.
•Work on test automation and continuous improvement. Define project scope and schedule in the Identity and Access Management area, while focusing on regular and timely delivery of value to clients; organize and lead project status meetings; prepare and track project progress; manage risks and issues; correct deviations from plans; and perform delivery planning for assigned projects.
•Take full project life cycle ownership, including full implementation from initiation to deployment.
•Assist in the business requirement gathering effort, managing expectations for project deliverables, managing client communications, and helping to implement an effective project oversight and governance.
•Implement a well-defined project management process and ensure ongoing process improvement to apply best practices for Agile Project Management.
•Ensure that each team member is fully engaged in the project and making a meaningful contribution, and encourage a sustainable pace with high levels of quality output.
•Measure project performance using appropriate tools, and techniques.
•Bachelor’s Degree with a minimum of 7 years relevant experience in Project Management or relevant area or master’s degree with a minimum of 5 years relevant experience.
•Role Specific Experience: 5+ years of experience in IT project management. Experience & knowledge in SDLC, SCRUM/Agile methodologies are required.
•PMP certification is a plus.
•Sufficient level of technical background in software development and Identity and Access Management technologies.
•Knowledge of Web applications and Web services.
•Experience with Agile methodology and tools such as Azure Devops.
•Experience working with multi-function project teams including Developers, Business Analysts, and QA Personnel.
•Team player who works well with technical and non-technical resources.
•Stays abreast of new technology trends in project management area, and the broader IT industry.
•Detail-oriented, self-motivated and disciplined, with excellent time management skills.
•Self-starter with outstanding organizational skills to track and manage multiple projects.
•Experience in documenting issues using JIRA, ALM, Azure DevOps and Splunk.
•Experience using test management tools (TFS Test plan).
•Experience using automation or performance testing and tools, including QTP, LoadRunner, Selenium Webdriver.
•Experience using issue tracking software (JIRA or Microsoft TFS).
•Experience with programing languages, including JAVA, Python and C#.
•Excellent presentation and documentation skills.
•Strong interpersonal skills including, collaborating, and team building
•Strong analytical, planning, and organizational skills with an ability to manage competing demands.
•Solid understanding of and proven experience in using appropriate tools: Agile Project Management tools such as Jira/ Azure DevOps or equivalent.
•Excellent oral and written communications skills and experience interacting with both business and IT individuals.
•Creative approach to problem-solving with the ability to focus on details while maintaining the “big picture” view.
Note: The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
