Chemonics seeks a Deputy Team Lead for the USAID Pakistan Building Healthy Families (BHF) project. BHF will improve population health outcomes through stronger primary care systems encouraging uptake and continuation of voluntary FP/MNCH services. BHF will support the Government of Pakistan and private sector institutions to optimize stewardship of both sectors; optimize norms and behaviors to drive demand and service seeking and motivate health workers to provide quality care; and optimize access to FP/MNCH services. As a sub-awardee to Pathfinder, Chemonics will lead implementation for components that provide technical assistance strategies to government and local organizations to improve commodity security, supply chain, and last mile distribution, support development of solutions for HRH management and planning, improve government stewardship of mixed health systems and developing health markets, and other governance and health financing activities. This is expected to be a five-year, consortium-based project. This position will be based in Islamabad, Pakistan. Responsibilities Include:
- Work with the Team Lead to provide leadership, management, oversight, and overall coordination of activities.
- Play a key leadership role alongside the Team Lead and technical team in day-to-day project implementation, management, client engagement, and coordination between partners, government counterparts, and other implementation partners.
- Serve as acting Team Lead in the absence of the Team Lead.
- Administer the activity ensuring compliance USAID regulations and Chemonics policies and procedures.
- Lead Pakistan BHF activities in the area of strengthening cLMIS and DHIS systems working closely with the Team Lead, technical team, and government counterparts.
- Conduct consultative workshops and meetings with the PWD, DoH and PPHI to identify issues with the functionality and use of cLMIS and DHIS to match supply of FP/MNCH.
- Lead the scaleup of Electronic Client Records (ECR) in Sindh and KP.
- Provide TA to digitize the quality assurance system for SHCC and KPHCC.
- Provide updates to the Pakistan BHF and GHD practice teams on work progress and contribute to activity reporting and success stories as needed.
- Support the development of the annual workplan, quarterly reports, annual reports, subcontracts and consultant SOWs.
- Supervise consultants and staff as required.
- Other duties as assigned.
Qualifications:
- Advanced professional degree in health, public health, health administration, economics, or related field, or minimum 7 years’ experience in health systems strengthening and project management
- Experience working in Pakistan with strong understanding of the Pakistan public health and federal structures
- Experience working in a consortium of partners with proven ability to facilitate collaboration among diverse stakeholders preferred
- Experience demonstrating a high level of diplomacy while working with government partners at the national or lower levels
- Experience within the health sector with understanding of family planning, maternal child health, and health policy
- Demonstrated ability to track project budgets and manage and supervise technical staff
- Excellent interpersonal skills and demonstrated ability to interact professionally with a diverse staff, clients, and consultants
- Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to details and quality
- Demonstrated computer skills in Microsoft Office Suite Applications including Word, Excel, Outlook, and PowerPoint
- Ability to manage and supervise technical staff
- Experience working with USAID-funded programs highly desirable
- English and local language (Sindhi and Pushto) language skills
