currently recruiting for a Deputy Project Director for the anticipated global USAID
Accelerating ChoiCe, Equity, and Sustainability for Services (ACCESS) Activity.
ACCESS will focus on advancing equitable, affordable, and sustainable access to family
planning and reproductive health (FP/RH) information, products, and services. Gender,
youth, and health worker priorities with a focus on achieving FP/RH-related outcomes
through local capacity strengthening are all central to this award. Substantial
engagement of local partners and stakeholders in the innovation and scale-up of
evidence-informed and rights-based FP/RH service delivery will be vital for ACCESS to
ensure client dignity, agency, choice, and good health. ACCESS will focus primarily on
FP/SRH outcomes, at the system, facility, provider, community, and client levels. It will
assist USAID-supported countries to constructively and creatively address persistent
issues related to health access, equity, and quality of care, particularly for youth.
The Deputy Project Director will be responsible for coordinating all interventions of the
ACCESS Activity and providing technical oversight of the project staff. The Deputy
Project Director will assist the Project Director in overall project leadership and liaising
with the local country governments, USAID, and other key stakeholders. The Deputy
Project Director is a member of the Senior Management Team of the project and reports
to the Project Director. Responsibilities shall include the overall coordination and
implementation of technical interventions in order to strengthen systems to deliver
equitable, quality, integrated family planning and reproductive health services.
RESPONSIBILITIES
- Support Project Director to provide overall leadership and strategic vision for the project
- Responsible for assuring that all technical assistance and services provided under the cooperative agreement are technically sound, in line with USAID rules and regulations, and appropriate for addressing the objectives of the Activity.
- In the absence of the Project Director, serves as Acting Project Director and the project’s key representative with the USAID and other collaborating agencies on all pragmatic, administrative and financial matters related to the project;
- Represent ACCESS through effective technical communication with partners,senior members of government,USAID, other FP/SRH experts, etc.;
- in directing the program’s localization strategy to ensure locally led activities, tailored capacity strengthening,and engagement of local organizations;
- Supervise and assess the performance of senior staff and ensure supervisory and accountability systems are in place for all long-term and short-term advisors,subpartners, consultants and staff
- Provide leadership in developing, implementing, and assessing technical interventions;
- Coordinate with the MEL Director to ensure systems and processes for
- comprehensive and adaptive monitoring, learning and evaluation of the program.
QUALIFICATIONS
- Master’s degree in Public Health, International Development, or a related field.MD or PhD preferred;
- At least 8 years of experience managing international programs in LIC with a focus on family planning and/or reproductive health services;
- At least 5 years of experience in progressive leadership positions on projects of similar scope and complexity ($50-100M+), including experience creating and managing project work plans and budgets;
- Experience working on large, complex USAID global programs and knowledge of
- USAID reporting requirements:
- Demonstrated global experience leading and/or managing technical teams in areas related to SRH/FP,
- health system strengthening, MNCH, youth, etc.
- Strong technical understanding of SRH/FP indicators and data analysis;
- Fluency in English with strong oral and written communication;
- Comfort and familiarity with representing the Activity and JSI at external events,
- technical working groups, and international forum;
- Willing to travel 20-25% both internationally and domestically as required;
- Authorization to work in the United States.
- Experience in USAID gender policies, capacity strengthening, and knowledge management preferred;
- Fluency in another language (French, Portuguese, Arabic, Spanish, etc.) preferred.
Position is contingent upon USAID award to JSI.
