The Deputy Chief of Team for Operations (DCOT/Operations) will be responsible for overseeing all aspects of operational and financial management and contractual performance, including: financial systems implementation, budgeting, expenditure tracking, financial reporting, accounting, operations, logistics, human resources, security, procurement, grants, and other administrative functions. The DCOT/Operations will establish and maintain sound financial management practices in compliance with USAID and MSI policies. They will ensure that appropriate internal controls are in place to meet generally recognized accounting standards. They will supervise the financial management and administrative support team. This is a full-time position based in Ramallah. The project is expected to have a duration of a one-year base period with additional four years in options. Implementation is anticipated to begin in 2023.
Responsibilities:
- Provide overall financial and administrative management, coordination and support to ensure an effective and efficient operating platform for the project.
- Ensure compliance of financial systems with MSI’s policies and procedures, INL rules and regulations, contract requirements, and local laws and regulations.
- Develop project budgets with technical teams and monitor budget pipeline, burn rate, projections and cash flow.
- Provide timely and accurate financial reports to MSI HQ and INL as required.
- Conduct internal financial audits of the project and serve as the primary point of contact with external auditors.
- Ensure continual review of internal and strategic controls, communications, risk assessments and maintenance of project documentation.
- Provide technical assistance and capacity-building, as needed, to local partners and grantees on financial compliance and reporting to ensure sound financial management and compliance.
- Ensure that subcontracts, grants, and local consultancy agreements and procedures are completed in a timely and correct manner and comply with MSI and INL policies and regulations.
- Ensure program compliance with local authorities (social security, tax authorities, labor department, bank regulations, registration, etc.).
- Serve as the security focal point for the project office and enforce any required COVID-19 social distancing, mask-wearing and hygiene protocols for staff and visitors.
- Facilitate annual performance review processes for project operational and administrative staff.
- Lead recruitment efforts for any vacant positions.
- Attend senior leadership meetings and participate in annual work planning workshops.
Qualifications:
- Bachelor’s Degree in Finance, Business Administration, Accounting, International Development, or related field is required; advanced degree highly desired.
- Minimum of eight (8) years of professional experience in international development with at least three years of progressive management experience in donor-funded project administration and backstopping, including operations, finance, compliance, and grants administration.
- Experience managing and supervising finance and administrative staff.
- Knowledge of local tax regulations as they apply to contracts, payroll, and other payments, preferred.
- English fluency (speaking, reading, and writing) required; Arabic proficiency preferred.
